Tauranga is now New Zealand’s fifth-biggest city and we continue to grow at pace. The proposed Tauranga Urban Strategy sets out an approach to accommodate this growth, and be smarter about our use of space, while also preserving and enhancing our lifestyle.


The Tauranga Urban Strategy responds to our growth challenge by putting greater focus on planning for growth in our existing urban area. It emphasises placemaking in and around our town centres (including local shopping centres) to support more compact forms of housing, with community spaces, retail and other businesses.

The Tauranga Urban Strategy is complemented by the SmartGrowth Future Development Strategy which considers how we manage growth over the wider western Bay of Plenty.

Thank you to everyone who took the time to share their thoughts on the Tauranga Urban Strategy! Consultation has now finished (5 November 2018). We’ll review what you’ve told us and will update you with a summary in the new year.
