Bylaws are rules made by local councils which affect the way we live, work and play.

How we set bylaws
As the local authority, Tauranga City Council can make bylaws for its area.
Bylaws are broadly made to cover one or more of the following purposes:
- to protect the public from nuisance
- to protect, promote, and maintain public health and safety
- to minimise the potential for offensive behaviour in public places.
How we review bylaws
Bylaws are reviewed five years after they were first made and then every ten years after that. We undertake public consultation to ensure our bylaws are useful and reflect the values of Tauranga’s residents.
How we respond to bylaw issues
We investigate bylaw breaches that we see or that are reported to us. Where appropriate, we use a range of compliance methods to respond to bylaw breaches.
These include:
- advice and education
- verbal and written warnings
- seizure of property and remedial action
- infringement notices (only fines for traffic and parking bylaw and freedom camping bylaw)
- prosecution.
Bylaws can be enforced by council staff or external agencies such as the New Zealand Police.
