Advance Notice: City Waters Construction Services Panel RFP & Professional Services RFP - Update on timing

The purpose of this Advance Notice is to inform suppliers of the upcoming release of a Request for Proposal (RFP) for a new construction services panel and a Request for Proposal (RFP) for a new professional services panel.

This is an update to the advance notice issued on 8 March 2023 to amend the anticipated timeframes.

They will both be single-stage processes.

Anticipated timeframes:

RFP release 30 March 2023 (6 week duration) 13 April 2023 (4 week duration)
Briefing (online) 4 April 2023 18 April 2023
RFP close 11 May 2023 11 May 2023
Interviews (if required) week commencing 5 June 2023 week commencing 5 June 2023
Panel outcome June 2023 June 2023
  • RFP’s will be released on TenderLink
  • Interviews will be held with selected tenderers prior to contract award
  • Panel awards anticipated during June 2023 with first packages of work expected to be available from July 2023 onwards

Expected scope of Construction Services Panel

The construction services panel is anticipated to be of a duration of 5 years and involve work predominately in the areas of linear assets and civil and structural components. Expected annual value is as follows:

Expected scope of Professional Services Panel

The professional services panel is anticipated to be of a duration of 3 years and include the following categories:

  • Detailed design in the following areas:
    • Water transmission and network (including some pump stations)
    • Wastewater network
    • Wastewater transmission
  • Engineer to contract and Engineers representative
  • QS / estimating services
  • Health & Safety services support
  • Noise and vibration services
  • PM services
  • Stakeholder communications services

Procurement Process

The proposed procurement process will be a single stage process using financial and non-financial components evaluated in line with the Tauranga City Council Procurement Policy.

These panels are one of the ways in which Tauranga City Council intends to meet the nine objectives of Delivering Better Outcomes for the local community. It is intended that the panels will have a mechanism for allocation of work packages based on performance, more details will be provided in the RFP.

Probity:

Tauranga City Council has engaged the services of a probity advisor for the duration of this process.
