The opportunity

The Tauranga City Council is seeking expressions of interest from suitable persons for consideration for appointment as District Licensing Committee (DLC) Chairperson(s)/Commissioner(s) and List Member(s).

The DLC consists of 3 persons - a Chairperson/Commissioner and two other Committee Members drawn from a list of members appointed by Tauranga City Council, and is responsible for determining all alcohol licence and managers’ certificate applications in Tauranga Moana, including new and renewal applications. 

Current DLC contracts are due for renewal by the end of December 2022, and it is highly likely that several ‘DLCs’ will be appointed, which will require a number of Chairpersons/Commissioners and a pool of Committee members to be available to sit at hearings to determine contested applications.

About you

Council is keen to reflect the diversity of the community it serves and encourages applicants who can demonstrate the following:

  • Knowledge of alcohol licensing and the legal framework around it
  • An understanding of the impact of alcohol-related harm on communities
  • An understanding of local Māori communities and the cultural and ethnic make-up of local communities, including their aspirations, concerns and expectations about alcohol and alcohol-related harm
  • Experience applying legislative and regulatory frameworks
  • Knowledge of and familiarity with the conduct of public hearings
  • Excellent verbal and written communication skills
  • The highest standard of professional and personal integrity

DLCs are quasi-judicial committees of Council with decisions being appealable to the Alcohol Regulatory and Licensing Authority. It is preferable that applicants for the Chairperson/Commissioner role(s) have demonstrable experience in writing decisions in a legal context. Successful candidates will be contracted to the Tauranga City Council and not as employees of the Council.

As a member, your role is shared between other members, so you may expect to participate in between two to five hearings per year. Hearings can vary in length, from one hour up to several days (most cases would be dealt with in one to two days).
