The Papamoa East Interchange (PEI) is a multi-phase civil infrastructure works programme that provides access to development land at the east end of Pāpāmoa, allowing for further homes and new urban centres for the Golden Sands, Wairākei and Te Tumu areas. The new Papamoa East Interchange will be constructed at the eastern end of Te Okuroa Drive and will provide direct on and off access to State Highway 2.
Enabling works phases 1 & 2 are already underway. Phase 1 consists of the preparatory earthworks, pre-compaction and settlement of land areas scheduled for future fill as part of phase 3. Phase 2 consists of an extension of Te Okuroa Drive and an intersection between Te Okuroa and a future new Sands Avenue. This phase is currently out for tender.
Phase 3 (the subject of this expression of interest) consists of the construction of the State Highway interchange itself and also includes the completion of the connections between Sands Avenue and Te Okuroa Drive. There is potential, subject to Phase 3 contractors performance, to include Phase 4 scope into the Phase 3 contract, which is additional roading infrastructure on Te Okuroa Drive to provide access to future commercial or retail areas. Phase 3 physical works will include:
- A full grade separated interchange with east and west bound on and off ramps with State Highway 2.
- A set of interconnecting local roads (extensions to Sands Avenue and Te Okuroa Drive).
- Associated earthworks include approximately 34,000 m3 of topsoil stripping, stockpiling, and respreading, 126,000m3 of cut to fill and 70,000 m2 of detailed trimming, shaping and spreading more or less).
- Structures for bridge, abutments and for foundation elements with Tee beam spans of up to 34m.
- Proposed ground improvements using rammed aggregate.
- Utilities.
- Landscaping.
- Pavements.
- Stormwater (open drainage, piped sections and culverts).
- Lighting.
- Traffic lights.
The project will go to market through a RFT process (using the TCC Tender Portal on Tenderlink,) with approximately 60% developed design completion stage. The commercial model proposed is initially a framework agreement based on an NZS 3910 conventional measure and value contract. Tenderers will be asked to price a schedule of rates based on the 60% complete design.
Tendered prices will be based on tendered rates and the expected out-turn quantities at the 60% design stage. Award will be based on a NZTA Price Quality Method (PQM) evaluation model, with attribute weightings still to be decided. Initial award scope may be limited to P&G items such management plans etc.
Post award, the winning contractor will have the opportunity to engage in late-stage design reviews and to negotiate a final traditional measure and value contract for the full scope. Late-stage design changes that are more than minor will be renegotiated. There may also be potential for adding phase 4 works and/or value sharing where significant value is able to be evidenced.
A Phase 3 framework award is targeted by 30 June 2023, with final design and negotiations progressing through to the end of August. Site works are targeted to start in September 2023.
Papamoa East Interchange is a transport project by Tauranga City Council, with co-funding from Waka Kotahi, and additional funding from the Ministry of Housing and Urban Development (MHUD) from its HIF (Housing Infrastructure Fund) scheme.
Tauranga City and its co-funding partners are looking for a contractor who can:
- Demonstrate that they have sufficient resources, skills, and ability to deliver the project in a timely manner.
- Demonstrate the ability to deliver civil engineering works and manage run off, silt, dust, noise within a sensitive coastal environment and close by residential areas.
- Progress works whilst protecting an environmentally sensitive site draining into the adjoining Kaituna River and manage noise and vibration and community engagement with the adjoining growing residential housing areas.
Only prospective Proponents pre-qualified to Bridge Construction – Level A (3A) and Construction – Level A (4A), under the terms of the Waka Kotahi Prequalification System, will be eligible to express their interest, and submit a Proposal, to participate in this procurement process.
Responding to this Expression of Interest involves submitting a single A4 page letter, in response to this advertisement, confirming the interest of the individual company or consortia, and providing details of your assigned point of contact. Only respondents to this Expression of Interest, that satisfy the prequalification requirements, will be provided with further project information, including the Request for Proposal documentation, and responses to proposal queries.
It is Tauranga City Council’s intention to release further project information to pre-qualified respondents to this Expression of Interest, prior to the formal commencement of the procurement process and release of the Request for Proposals document.
Tauranga City Council reserves the right to withdraw from the procurement process (including this Expression of Interest) at any time without notice before entering the Contract. If Tauranga City Council withdraws from the procurement process, then no EOI or RFP respondent shall have any claim for compensation or otherwise against Tauranga City Council.
