Additional security measures

We are aware that some customers are having issues making payments online. This is due to Visa and Mastercard now enforcing two-factor authentication on all payments in order to increase security.

If you are having issues making an online payment, please contact your bank.

Going cashless in 2025

Our Library Community Hubs are going cashless from 31 March 2025. Let us help you with the change.

People aren’t using cash much anymore, and it costs a lot of money to handle. It requires secure facilities for storage, has safety implications for staff, and involves lots of time-consuming processes – time that staff could otherwise spend looking after our customers’ service enquiries and sharing their picks of the month in the non-fiction category.

As a result, our Library Community Hubs will be going cashless from 31 March 2025.

We know this could be a tricky change for some, and we’re committed to helping you with it. Next time we see you, we can walk you through what other payment methods are available and how we can help you set yourself up to use them. Let’s take the time to do this together.

If you’d prefer to continue paying with cash, you can do so in participating Post Shops for your rates, water rates, dog registration and parking fines. There are seven Post Shops that provide this service in Tauranga, so there’s bound to be one near you. Just remember to take your documentation (like your rates bill or parking fine) with you.

Note: Baycourt Community & Arts Centre, Mount Maunganui Beachside Holiday Park and Te Maunga Transfer Station will continue to accept cash.

  •  99% of payments for council fees were made online last financial year
  •  0.9% were paid in person via Eftpos or credit card
  •  0.1% were paid in cash. This represented 1270 transactions, and 579 customers
  • Property and water rates payments are by far the largest transaction types attracting cash payments, followed by dog registrations and parking infringements. Cash payments for these transactions were previously only accepted at He Puna Manawa (21 Devonport Road).
  • The libraries and the pound also used to accept cash for payment of their fees.
  • Excluding the February and August rate payment periods, we receive on average 4-5 payments per day in cash.
  • It costs approximately $56,000 per year to maintain cash as a payment option (direct costs for training, security and collection) and takes up valuable staff time
  • The removal of cash as a payment option is a trend seen in libraries and local government service centres across the country, including Auckland and Wellington, and smaller councils.
