The Urban Form and Transport Initiative (UFTI) is a collaboration between SmartGrowth and the NZ Transport Agency formed in 2019.
UFTI is focussed on supporting liveable community outcomes in the western Bay of Plenty – finding answers for how we provide capacity for urban growth, and the future transport system.
The task of UFTI is to develop a long-term, integrated masterplan for urban development and transport that is fully aligned with the Government’s new transport policy statement and urban growth agenda.
UFTI will bring together, in a coordinated approach, some 20 to 30 projects that are currently underway in the western Bay of Plenty, but getting limited traction due to lack of investment. Three of these projects have been identified as critical to unlocking near-term housing supply and alleviating congestion. These critical projects are improvements to the network at Tauriko including SH29; improvements to SH2 north from Tauranga to Omokoroa including the Tauranga Northern Link; and the Hewletts Road area near the Port of Tauranga.
UFTI will take an evidence-based, analytical approach to defining the issues and options for the future of our transport system. This will aim to provide a clear way forward, alignment to the Government’s expectations, and – as a result – confidence for the Government to support investment in key projects.
UFTI will give all partners the best chance of unlocking much-needed capacity for housing development and resolving transport issues in the sub-region.
