In July 2022, the Director-General of Health directed 14 local authorities, including Tauranga City Council, to add fluoride to their water supplies. The specialised equipment required to fluoridate the water costs around $3M and has been funded by central government.
Council authorised staff to complete further investigation of options to provide a non-fluoridated water supply for those who choose it.

The Ministry of Health’s advice is that community water fluoridation is a safe, and effective, way to support good oral health. Fluoride has no taste or smell, and you will not notice any difference to your drinking water.

For good oral health the Ministry of Health recommends that the fluoride content for drinking water in New Zealand should be within a specified range. This range is 0.7-1.0 mg of fluoride per litre of drinking water. This recommended dosing range is based on advice from the World Health Organisation (WHO).
Fast facts
- Water in Tauranga comes from three spring-fed streams which all have less than 0.1 mg of fluoride per litre of drinking water.
- Tauranga City Council is one of 14 councils given the direction in July 2022 to add fluoride to water supplies. The Ministry of Health agreed to an extension for Tauranga City Council to 30 November 2024. On Monday, 14 October 2024 elected members passed a resolution confirming to fluoridate Tauranga's water supply from 24 October 2024.
- The Tauranga water supply was previously fluoridated from 1963 to 1986 and 1990 until December 1992.
Low-fluoride water source
In response to community interest, Council has provided access to low-fluoride water for those who choose it. The water source is from town supply which has been treated using reverse osmosis to reduce the levels of fluoride.
Once the water leaves the low-fluoride water tap, its quality cannot be guaranteed. People who choose to take water from any low-fluoride water source are advised to handle and store collected water responsibly. The Director-General of Health has given the green light to install these supply points for Tauranga.
Where to get low-fluoride water
The community can come and collect water using their own containers from three locations across Tauranga: Alice Johnson Oval, off Doncaster Drive near Gordon Spratt Reserve - Pāpāmoa, Waipuna Park - Welcome Bay, and Wharepai Domain - Tauranga City.
The first non-fluoridated water tap was set up at Gordon Spratt Reserve in 2025 and uses bore water instead of the town supply. This is treated by cartridge filters and UV light. In late 2026, this treatment process will change to reverse osmosis to reduce the levels of fluoride.
