Tenders for temporary traders licences

Tauranga City Council invites tenders for the limited number of licences it grants annually for temporary commercial and mobile shop activities.

This website is undergoing some changes and will be updated for the 2025/26 tender season by July 25, 2025.

Fee changes 2025 2024 2023
Marine Parade mobile shop minimum fee $915 per carpark $837 per carpark $700 per carpark
Mobile shop and foreshore licenses minimum fee for all other sites   $690 per carpark or foreshore site No minimum fee

Process changes

  • New tendered mobile shop locations: Omanu Surf Club carpark and Kulim Park
  • New tendered dates for Marine Parade mobile shop location: 1 December – 30 April (Summer Season)
  • Removal of Marine Parade winter season tender (Coming in 2026)
  • Removal of Blake Park mobile shop locations: two locations at Blake Park have been consolidated into one central location

Locations

The selected foreshore reserves are:

  • The Mall
  • Marine Parade - on the grassed reserve/conservation area above Mount Maunganui Main Beach, between Adams Avenue and Pacific Avenue 
  • A range of coastal and inner harbour reserves (see information sheet for details)

Foreshore reserves license are for service activities that take place on the reserve (e.g., surf school) and no vehicles or trailers are allowed to be parked on the reserve, as part of the activity.

Also, no sale of food, beverages or merchandise is allowed to be sold under this license – please refer to the mobile shop tender if you are a mobile food shop.

Food and non-alcoholic beverage mobile shop licences include:

  • Blake Park
  • Memorial Park
  • Kulim Park
  • Oceanbeach Road Reserve (Omanu Beach carpark)
  • Marine Parade opposite Hopukiore (or Mount Drury)
     

Tenders are invited and evaluated in accordance with council’s Use of Council Land Policy.

Tenders must comply with the requirements set out in the tender documentation below.

Please be sure to read the information sheet thoroughly, as there have been some changes to the process from previous years.
