Papamoa East Interchange
Construction of a new interchange over the Tauranga Eastern Link (TEL) will see Pāpāmoa East connected to the motorway and enable further development of the area.
Preliminary works for the construction of the interchange are progressing and construction of two of the planned culverts has now been completed.
Earthworks will continue over the next few months to build the necessary height on the
Bell Road side and will require traffic management on the Tauranga Eastern Link (TEL) until April 2023.
Three lanes of the TEL are open, and the speed limit has increased to 70km/h - this will remain in place for the next six months.
The outer westbound lane will remain closed until April 2023, to allow continued earthworks on the Bell Road side of the TEL to occur safely.
We appreciate drivers' patience with these works and urge people to keep to the signposted speed limits for everyone’s safety.
There may be minor traffic delays because of this work. As this does not materially impact travel times, tolls will continue to apply.

Links Avenue cul-de-sac trial
The trial is now underway. Infringement of the bus lanes that create the cul-de-sac will result in a fine of $150.
What this means:
A temporary cul-de-sac has been established on Links Avenue, between Solway Place and Concord Avenue. The trial works in a very similar way to the last, but there are some differences. In summary:
- Thoroughfare is limited to emergency vehicles, buses, bikes, motorbikes, rubbish collection trucks, clearly marked taxis and delivery trucks
- The bus lane has been removed
- Reduced speed on Links Avenue to 30km
- The road has been resealed and includes temporary road markings
- The trial will run for at least four months to test the impact on the wider roading network and observe commuting behaviour over time.

Cameron Road
There are several construction sites along Cameron Road. Please take care driving through construction zones and be kind to the Cameron Road Joint Venture construction team as they go about their work. If you need help, they are happy to assist you to find your way through the site.
The team has finished work on the central median replacing and renewing damaged kerbs, from 193 Cameron Road (Fire Station) to Wharf Street. The current southbound and northbound right lane closures will remain in place in preparation to lay asphalt. From Sunday 9 October, the team will continue milling (remove old surface) and filling (placing new asphalt) this section of road, from Wharf Street to Elizabeth Street. This work will be completed as night works and is expected to take two nights. Temporary traffic management will be in place.
The team is also working between Elizabeth Street and Third Avenue on the eastern side of Cameron Road, upgrading the stormwater network and footpath. Temporary traffic management is in place, with a southbound left lane closure between Elizabeth Street and Third Avenue. The First Avenue and Cameron Road intersection work is complete. From Sunday 16 October, 6pm to 6am, the team is planning to install temporary traffic management, from Third Avenue to Fourth Avenue in preparation to continue upgrading the stormwater network and footpath on the eastern side of Cameron Road. From Monday 17 October, there will be a full closure of the Second Avenue intersection with no access to or from Cameron Road while the team is working on the corner islands and footpath in this section. Access to Second Avenue will be maintained through Devonport Road and First Avenue. We expect this work to take up to five weeks (weather dependent).
The stormwater and footpath upgrade work is underway on the western side of Cameron Road, from Elizabeth Street to Second Avenue. Temporary traffic management is in place with a northbound left lane closure, with no right turn into Cameron Road from Second Avenue. First Avenue is left in only. A detour is in place from First Avenue, along Westbay Lane, into Second Avenue to exit onto Cameron Road. Second Avenue is reduced to one lane and temporary traffic lights are installed at Second Avenue to control traffic flow.
The wastewater upgrade is complete between Third Avenue and Sixth Avenue. The wastewater connections down Fifth Avenue, Arundel Street and Fourth Avenue will start in the coming weeks.
Work on the eastern side of Cameron Road between Sixth and Fifteenth Avenue is progressing well. The team will be returning to work between Sixth and Seventh Avenues in the coming week as they prepare to begin laying pavers. Temporary traffic management will be in place with a southbound left lane closure in this section.
The temporary traffic management between Seventh Avenue and 20m before Eleventh Avenue has been removed as the majority of the work in this section has now been completed and the team continues upgrading the stormwater and streetscape between Eleventh and Twelfth Avenue on the eastern side of Cameron Road. Vehicle traffic is reduced to one lane on the eastern side in the areas where work is taking place.
The western side of Cameron Road is reduced to one lane from Fifteenth Avenue to Eleventh Avenue as the team complete the stormwater and streetscape upgrade through this section.
Installation of block pavers outside Tauranga Boys College continues, with a westbound single lane closure. The work site on the western side of Cameron Road from Fifteenth Avenue has extended to Twelfth Avenue, as the team continue to upgrade the stormwater system, shared path and driveways in this section.
Intersection work:
- Eighth Avenue/Cameron Road (west): closed while we work in this area.
- Tenth Avenue/Cameron Road: closed until the end of September
- Fourteenth Avenue/Cameron Road (west): closed while we work in this area.
- Twelfth Avenue: the centre median is permanently closed to through traffic.

Maunganui Road safety improvements
Speed on Maunganui Road has been a long-standing concern and includes the safety of cyclists and pedestrians. This safety improvement work is aimed at creating a calmer, more predictable environment, significantly improving safety for everyone who travels through the area.
The new road layout includes measures such as physical separation of lanes and roundabouts - encouraging drivers to lower their speed naturally - as well as improved pedestrian and cycling infrastructure, additional greenery, and upgrades to storm water drainage.
What you can expect to see:
- Safe crossing points.
- New median islands, physically separating lanes.
- New roundabouts at Tui Street, Hinau Street, Matai Street and Sutherland Avenue.
- A shared path.
- Dedicated bike lanes on both sides of the road.
- Grass, planting and trees.
Sutherland Avenue to Hinau Street
- Safety improvement work continues over several sites in this area, the focus will now be on the construction of roundabouts at Sutherland Avenue, Matai Street and Hinau Street, as well as a full upgrade of the road surface. Between Tui Street and Golf Road preparations are being made to install trees and new street lighting on the new median islands.
- During the next six weeks, road works will require lane closures at two sections of the road and detours will be in place. We ask drivers to stick to the speed limit and take care when travelling through the work sites. These road works are weather dependent - prolonged rain could see scheduled work delayed.
Maunganui Road lane closures - school holidays and beyond
- To allow work at two separate sections of Maunganui Road, lane closures and detours will be in place from early October for six weeks.
Between Tui Street and Golf Road – work continues on installation of streetlights and trees in front of Mount Maunganui College. This is expected to be complete by mid-October.
Between Hinau Street and Sutherland Avenue - upgrading of the road surface and construction of median islands and roundabouts between Hinau Street and Sutherland Avenue is underway will take six weeks to complete. Construction will start on the beach side of the road.
To keep everyone safe during this work, the following detours will be in place:
- Southbound traffic - from 6 October to labour weekend (24 October)
- Heavy traffic via Totara Street/Hewletts Road.
- Local /residential traffic via Grove Ave/Valley Road/Tay Street at the first section and Tweed Street/Valley or Ranch Road then Golf Road for the second section.
- Northbound traffic - from labour weekend until mid-November
- Work between Sutherland Ave and Hinau Street will start on the other half of the road. Northbound traffic toward will be diverted via Hull Road and Totara Street or a number of alternatives for residential traffic.
Council contractors Fulton Hogan will make every effort to limit disruption for the community while ensuring the safety of road users and their crew.
These works are dependent on the weather as well as what is found underground, which means the timing of work may change.

Totara Street safety upgrade
We’re working on a safer option for people who travel along Totara Street.
Hewletts Road and Totara street intersection:
- Night works to construct a new crossing at the Hewletts Road/Totara Street intersection are underway. Two way traffic will be maintained with lane diversions in place as work moves across the road in sections. The slip lane to Totara Street will be closed from 8pm - 6am during works. The left turn from Hewletts Road onto Totara Street will be possible at the Hewletts Road/Totara Street traffic lights. Works are expected to take five to six weeks.
Waimarie Street
- Work continues in this section on the shared path.
Matai Street (towards Rata Street)
- Two lanes of traffic will be maintained with speed restrictions in place.
Rata Street and Nikau Crescent (off Rata Street)
- Work on footpath reconstruction and speed bump installation continues with a partial closure at the corner of Nikau Crescent and Rata Street in place.
- Rata Street, from Totara Street to Nikau Crescent, is closed.
- Access is limited to businesses and residents.
Between Hewletts Road and Hull Road
- Work continues with intermittent closures between 7pm - 7am, Sunday to Thursday. Traffic traveling south along Totara Street will be diverted along Maunganui Road until this section of work is complete (pictured below). Both lanes of traffic will remain open along Totara Street during the day.

Traffic report
City centre
- Fifteenth Avenue and Turret Road from Burrows Street: to and including Turret Road Bridge, will be under stop/go traffic management while safety improvements take place. Work will take place between 7pm - 6am, Sunday to Thursday. Works include road resurfacing, replacing damaged footpaths, bridge repairs, tree pruning, and the installation of safety separators along the Hairini Causeway cycleway. Motorists should expect delays, and use an alternative route if possible. Works are estimated to be completed in early November, weather dependent.
- Spring Street parking building: seismic strengthening works continue with concrete application taking place on Friday 7 and Saturday 8 October between 8am and 4pm to levels 3 and 5. Traffic management will be in place on Durham Street while a concrete truck is parked near the building entrance. Pedestrian access from Durham Street may be affected at times.
Beyond the city centre
- SH36 Northbound Lane, Pyes Pa: crews will continue working on the side of the highway and temporary speed limits will be in place at times over the coming weeks.
- Waimapu Pa Road, Hairini: wastewater renewal works continue between 7.30am and 4.30pm, Monday to Friday. Normal construction noise is expected and a two-way stop/go will be in place while work occurs on the eastbound berm of Waimapu Pa Road. Works are expected to be completed by mid-December.
Pāpāmoa
- Te Okuroa Dr and The Boulevard raised pedestrian crossings: work has started on construction of two raised pedestrian crossings on Te Okuroa Drive outside Te Manawa ō Pāpāmoa School (replacing the existing zebra crossing), and on The Boulevard near Suzanne Aubert Catholic School. Speed restrictions and traffic management will be in place for the duration of the works. Construction is expected to take two weeks and we aim to have the crossing operational by the start of term 4.
- Opal Drive to Beachwater Drive: construction of a wastewater pipeline continues in the Wairākei Reserve. Potholing works have begun along Opal Drive with small footpath closures expected. The walkway behind Fashion Island remains closed. The track closure between Domain Road and Opal Drive has an alternative route available on the other side of the stream until works are completed. Access from Opal Drive to Te Akau Ki school will remain open for the duration of the works. Traffic management will be in place and works are scheduled for completion December in 2022. A road closure of Opal Drive, between Topaz Drive and Redditch Place, is in place until 16 October to install a section of the Opal Drive Rising Main upgrade pipeline. Traffic will be redirected towards either Domain Road or Longview Drive. Residents will maintain property access, and pedestrian access will be available. Hours of work will be 7am - 6pm. The project is expected to be complete by the end of December 2022.
Mount Maunganui
Watermain upgrades are taking place in the following areas. There may be minor delays with traffic management in place and construction noise expected Monday - Friday between 7am - 4.30pm.
- Victoria Road, Salisbury Avenue, Crane Street, Carysfort Street, Links Avenue, Solway Place, Taupo Avenue: works expected to be complete by mid-October.
- Pacific Ave from The Mall to Maunganui Rd: works expected to be completed by mid-October.
- Pacific Ave from Maunganui Rd to Marine Parade: Works expected to be completed by late October.
- Rita Street and Banks Avenue: works expected to be completed mid-October.
- Waitui Grove and Justine Way: works expected to be completed by mid-October.
- MacDonald Street: works to start next week and expected to be completed late October.
