Oempa Festival will be taking place at Soper Reserve, Mount Maunganui, this Saturday, 26 November between 1pm and 9pm.
Whilst there are no road closures in place as participants will be using footpaths throughout, please be aware of increased foot and vehicular traffic in this area on Saturday, 26 November from 1pm.
Weet-Bix Kids TRYathlon

The Mount Maunganui Weet-Bix Kids TRYathlon will be taking place at Arataki Park this Sunday, 27 November between 9am and 1pm.
To allow for the safe operations of the event, a full road closure will be in place from 6am to 2pm, on Monowai Street from Grenada Street to Gloucester Road. Roads will re-open earlier if possible.
The following lane closures will also be in place from 6am to 2pm:
- Gloucester Road (east bound lane only – from Monowai Street to Hibiscus Avenue)
- Grenada Street (west bound lane only – from Hibiscus Avenue to Monowai Street)
- Hibiscus Avenue (north bound lane only – from Gloucester Road to Grenada Street).
Resident access will be maintained throughout the event via a one-way system around Gloucester Road, Hibiscus Avenue and Grenada Street. Residents will be moved through the road closure on Monowai Street.
Parking restrictions will be in place in and around Arataki Park. It is likely that any vehicles parked within the cycle course (on the side of the road) will not be able to leave until after 1pm. This does not apply to residents parking on their property – their access will be maintained throughout the event.
Te Puke Highway lane closure
The southbound lane of Te Puke Highway will be closed from Monday, 28 November between Bell Road and Welcome Bay Road, to carry out road repairs and resealing.
Works are expected to take two weeks, weather dependent.
This is to allow the southbound lane to be resealed following the installation of a new water pipe for the Waiāri Water Supply Scheme.
A detour for people traveling towards Te Puke from Tauranga/Pāpāmoa will be in place along Tara Road, Parton Road, and Bell Road.
Traffic from Te Puke towards Tauranga will continue as usual, with speed restrictions in place.

Elizabeth Street night works
Update as at 25 November: we now expect to complete the works by Wednesday 30 November 2022 (weather permitting). The lane closure will be removed over the weekend, and reinstated from Monday until Wednesday.
The westbound lane of Elizabeth Street is closed between Devonport Road and Grey Street while investigation and repair works to a wastewater main are carried out. The lane closure will remain in place until at least Friday, 25 November.
Works will also be taking place around the westbound section of the Grey Street roundabout, currently under stop/go traffic management from 9pm until 6am each night until Friday, 25 November.
The pedestrian crossing and footpaths are not affected, and access to the laneway between But First Dessert and Event Cinema is maintained, as well as access in and out of Grey Street, with east-bound traffic directed up Elizabeth Street.
Please use an alternative route during these works, thank you for your patience.
Pāpāmoa East Interchange
Construction of a new interchange over the Tauranga Eastern Link (TEL) will see Pāpāmoa East connected to the motorway and enable further development of the area.
Preliminary works for the construction of the interchange are progressing and construction of two of the planned culverts has now been completed.
Earthworks will continue over the next few months to build the necessary height on the Bell Road side, and will require traffic management on the Tauranga Eastern Link (TEL) until April 2023.
Three lanes of the TEL are open - both eastbound lanes are back to normal and one of the westbound lanes remains closed with a speed limit for traffic headed towards Tauranga set to 70km/h. This will remain in place until April 2023.
The outer westbound lane will remain closed until April 2023, to allow continued earthworks on the Bell Road side of the TEL to occur safely.
We appreciate drivers' patience with these works and urge people to keep to the signposted speed limits for everyone’s safety.
There may be minor traffic delays because of this work. As this does not materially impact travel times, tolls will continue to apply.

Links Avenue cul-de-sac trial
The trial is now underway. Infringement of the bus lanes that create the cul-de-sac will result in a fine of $150.
What this means:
A temporary cul-de-sac has been established on Links Avenue, between Solway Place and Concord Avenue. The trial works in a very similar way to the last, but there are some differences. In summary:
- Thoroughfare is limited to emergency vehicles, buses, bikes, motorbikes, rubbish collection trucks, clearly marked taxis and delivery trucks
- The bus lane has been removed
- Reduced speed on Links Avenue to 30km
- The road has been resealed and includes temporary road markings
- The trial will run for at least four months to test the impact on the wider roading network and observe commuting behaviour over time.

Seismic strengthening at our parking buildings
We are carrying out earthquake strengthening works on the Elizabeth Street and Spring Street parking buildings. These are precautionary works to reduce the risk to users and the extent of damage that a significant earthquake could cause.
Elizabeth Street - the works are now complete and the parking building is now back to normal.
Spring Street - while works progress, the building will remain operational with a reduced number of parks available. Alternate parking spaces are available at the nearby Elizabeth Street parking building. Works will continue until Thursday, 22 December, and recommence in the first week of January 2023.
Please take care when driving or walking around work sites. There may be loud noise at times, as well as shaking, dust and minor delays associated with the traffic management in place – apologies for the inconvenience and thank you for your patience. We recommend people keep their car windows up when in the parking building.

Cameron Road
There are several construction sites along Cameron Road. Please take care driving through construction zones and be kind to the Cameron Road Joint Venture construction team as they go about their work. If you need assistance, they are happy to help you find your way through the site.
The new two-way cycleway is taking shape. This is a significant change for both drivers and cyclists, and we all need to play our part to keep each other safe. The cycleway is being constructed in sections and, as progress is made, more sections will open. Drivers need to watch out for cyclists. Remember to look both ways when turning to access your favourite shops and give way to cyclists and pedestrians. Please pay attention to the temporary traffic management signs in place and adhere to the speed limit.
The team has completed the road resurfacing and installation of cycle separators between Elizabeth Street and Wharf Street, with the new cycle lane to be painted green in the next couple of weeks.
The team is also working between Elizabeth Street and Fourth Avenue on the eastern side of Cameron Road, upgrading the stormwater network and footpath. The temporary traffic management in place will see a southbound left lane closure between Elizabeth Street and Fourth Avenue.
The Second Avenue intersection is closed with no access to or from Cameron Road while the team is working on the corner islands and footpath in this section. Access to Second Avenue will be maintained through Devonport Road and First Avenue. We expect this work to take up to one week (weather dependent).
The stormwater and footpath upgrade work is underway on the western side of Cameron Road, from Second Avenue to First Avenue and will extend to Elizabeth Street in the coming weeks. Temporary traffic management will be in place with a northbound left lane closure, with no right turn into Cameron Road from Second Avenue. First Avenue is left in only. A detour is in place from First Avenue (west), along Westbay Lane, to Second Avenue exiting onto Cameron Road. Second Avenue, reduced to one lane, will have temporary traffic lights installed to control traffic flow.
The wastewater upgrade is complete between Third Avenue and Sixth Avenue. The wastewater connections across Cameron Road from Fifth Avenue, Arundel Street and Fourth Avenue are underway. This work is being completed as weekend work. The team is working from Fourth Avenue southbound towards Fifth Avenue. Temporary traffic management will include southbound lane closures on Cameron Road.
Work on the eastern side of Cameron Road, between Sixth Avenue and Fifteenth Avenue, is progressing well. The team has returned to work between Sixth Avenue and Seventh Avenue on the eastern side of Cameron Road preparing to lay the pavers and install the new bus stop. Temporary traffic management is in place with a southbound left lane closure in this section.
The team continues upgrading the stormwater and streetscape between Eleventh Avenue and Twelfth Avenue, on the eastern side of Cameron Road. Vehicle traffic is reduced to one lane on the eastern side in the areas where work is taking place. The team has also started work on the stormwater and streetscape upgrade between Fifteenth Avenue and Sixteenth Avenue on the eastern side of Cameron Road. Temporary traffic management includes a southbound left lane closure.
The work zone on the western side of Cameron Road was extended from Eleventh Avenue to Tenth Avenue, as work to upgrade the stormwater system continues. Traffic will be reduced to one lane from ten metres before Fourteenth Avenue to Eleventh Avenue, as the team complete the stormwater and streetscape upgrade through this section. Work is also underway on the mid-block crossing in the centre median outside Tauranga Boys’ College (near the Fourteenth Avenue intersection). Temporary traffic management is in place with a southbound right lane closure.
Intersection work:
- Second Avenue/ Cameron Road (east): closed while we work at this intersection
- Twelfth Avenue: the centre median is permanently closed to through traffic
- Fourteenth Avenue/Cameron Road (west): closed while we work in this area.

Maunganui Road Safety Improvements
Speed on Maunganui Road has been a long-standing concern and includes the safety of cyclists and pedestrians. This safety improvement work is aimed at creating a calmer, more predictable environment, significantly improving safety for everyone who travels through the area.
The new road layout includes measures such as physical separation of lanes and roundabouts - encouraging drivers to lower their speed naturally - as well as improved pedestrian and cycling infrastructure, additional greenery, and upgrades to storm water drainage.
Safety improvement work continues over several sites in this area. We ask drivers to stick to the speed limit and take care when travelling through the work sites. These road works are weather dependent - rain could see scheduled work delayed.
Between Golf Road and Tui Street
Final road upgrade works between Tui Street and Mount Maunganui College commenced on Tuesday, 22 November. While a closure of the southbound lane is in place, work will be completed as night works to limit traffic impacts. Work will occur across five dry nights only, therefore, this may be delayed due to the current weather.
Between Hinau Street and Sutherland Avenue
Upgrading of the road surface and construction of median islands and roundabouts between Hinau Street and Sutherland Avenue is underway. The team have now started working on the library side of the road and are making good progress.
To keep everyone safe during this work, northbound traffic continues to be diverted through the section between Zespri and Sutherland Avenue. This means:
- Heavy traffic will be diverted via Hull Road and Totara Street.
- Local /residential traffic can detour via Matai Street and Tawa Street, or a number of alternatives.
Once these sections of road surface renewals are complete, the main lane closures will no longer be necessary. Work will continue at several sites between Sutherland Avenue and Hinau Street and is expected to be complete before Christmas. Side roads may continue to be closed where necessary, and night works may be introduced to keep the speed of work up.
Council contractors, Fulton Hogan, will make every effort to limit disruption for the community while ensuring the safety of road users and their crew. Thank you for your continued patience.
Pacific Park Playground Upgrade
We’re upgrading Pacific Park on Matavai Street, Mount Maunganui, with a new playground and improvements to park access and features including new paths, a drinking fountain and seating.
Portions of the park are temporarily closed during the works, which is scheduled to be complete by early December, weather dependent.

Totara Street Safety Upgrade
We’re working on a safer option for people who travel along Totara Street.
Signalised crossings
As part of these works to improve safety along Totara Street, signalised crossings have been installed at the slip lane intersection of State Highway 2/Hewletts Road and Totara Street as well as at Waimarie Street, Triton Avenue, Hull Road, and Kawaka Street.
People driving are urged to take a bit of extra care when travelling through the intersection. Due to the busy nature of this site, there may be some initial delays as people get used to the new light signals.
The lights will become operational over the next few weeks and the community's patience is appreciated as these works unfold. Read more here.
Hewletts Road and Totara Street intersection
- Night works to construct a new crossing at the Hewletts Road/Totara Street intersection continue. Two-way traffic will be maintained with some intermittent lane diversions in place as work moves across the road in sections. The slip lane to Totara Street will be closed from 8pm - 6am during works. The left turn from Hewletts Road onto Totara Street will be possible at the Hewletts Road/Totara Street traffic lights. Works are expected to be complete mid-December.
Rata Street and Nikau Crescent (off Rata Street)
- Work on footpath reconstruction and speed bump installation continues.
- Rata Street, from Totara Street to Nikau Crescent, is now open with shoulder closures in place.
- Access is maintained for businesses, residents and pedestrians.
- Some works in this area have been deferred until early 2023
Totara Street
Final works are being completed throughout the site which may require detours/lane closures at times. Signage and traffic management will be in place.

Traffic report
City centre
- Fifteenth Avenue and Turret Road from Burrows Street: resurfacing works, to and including Turret Road Bridge, continues. Stop/go traffic management is in place while safety improvements take place between 7pm and 6am, Sunday to Thursday. Works are estimated to be completed by late November, weather dependent. Motorists should expect delays and use an alternative route if possible.
Beyond the city centre
- Windermere Drive Reconstruction: Fulton Hogan are carrying out roundabout and pedestrian crossing improvements, pavement reconstruction and resurfacing works on Windermere Drive, between the Toi Ohomai Institute entrance and Lagoon Place roundabouts. Temporary traffic management is in place with one lane closed and stop/go and temporary traffic signals directing traffic. Work is expected to take 10-12 weeks to complete. Motorists should expect delays.
- SH36 Northbound Lane, Pyes Pa: crews continue working on the side of the highway and temporary speed limits will remain in place at times over the coming weeks.
- Castlewold Drive Wastewater Renewal: the walking track from the Saint Andrews Drive playground to Belvedere Reserve remains closed while work to replace the wastewater pipe continues. Hours of work are Monday to Friday, between 7:30am and 4:30pm. Traffic management is in place to divert pedestrians to the alternative walking access and to indicate the construction site access. Works are expected to be completed by Thursday, 22 December.
- Kaitemako Road: preseal repair works from Ashton Way to just beyond Shady Lane continues between the hours of 6am and 6pm, Monday to Saturday. The work area is operating under stop/go traffic management. Works are expected to be completed by Friday, 9 December.
- Te Puke Highway - Lane Diversion required: resealing work along Te Puke Highway, between Poplar Lane and Welcome Bay Road, is scheduled to commence Monday, 28 November (weather dependent). While a lane closure is in place, traffic heading towards Te Puke from Tauranga/Papamoa will be diverted along the Tara Road, Parton Road, Bell Road route. Traffic travelling from Te Puke towards Tauranga will continue as normal, with speed restrictions in place. Diversion dates, expected until late November, will be displayed on VMS boards along with any weather delays.
Pāpāmoa
- The Boulevard raised pedestrian crossings: work on the raised pedestrian crossing on The Boulevard, near Suzanne Aubert Catholic School, is now complete. A road shoulder closure remains in place until minor works are complete.
- Opal Drive to Beachwater Drive: construction of a wastewater pipeline continues in the Wairākei Reserve. The walkway behind Fashion Island remains closed. The track closure between Domain Road and Opal Drive has an alternative route available on the other side of the stream until works are completed. Access from Opal Drive to Te Akau Ki school will remain open for the duration of the works. Traffic management remains in place. The Domain Road to Opal Drive section is expected to be complete by the end of December 2022, with the remainder completed in early 2023.

Watermain upgrades are taking place in the following areas.
City Centre
- Dive Crescent: works expected to be completed by early December.
Gate Pa
- Bongard Street, Wylie Street, Bush Street, Jones Street, Scott Street: works expected to be completed by mid-December
Mount Maunganui
- Solway and Compton Place: works expected to be completed by late November
- Pacific Avenue from Maunganui Road to Marine Parade: works expected to be completed by late November
- Rita Street and Banks Avenue: works expected to be completed late November
- Waitui Grove and Justine Way: works expected to be completed late November
- MacDonald Street: works expected to be completed by late November
- Epsom Road, Links Avenue and Spur Avenue: works expected to be completed late November.
There may be minor delays with traffic management in place and construction noise expected Monday to Friday, between 7am and 4.30pm.
