Links Avenue cul-de-sac trial
Following last year’s Links Avenue trial and community survey, Tauranga City Council Commissioners indicated their intention to proceed with a second trial at the Concord Avenue end of Links Avenue, this is set to start during the week of 28 March 2022.
In preparation for the trial, the next few weeks will see road works and upgrades on Links Avenue. Subject to COVID-19 and weather conditions, between 6 – 25 March, a crew will be actively working on site.
What you will see (approximate dates):
6 to 11 March
- Prep work for the reseal. This includes patching and filling in potholes, removal of old concrete speed humps and installation of new asphalt ones around Spur Avenue. Some work will happen at night (7pm – 7am) to limit disruption to daytime traffic.
15 and 16 March
- The road will be fully resealed. One lane closed, stop/go on the other, resealing work will happen at night. Bus lane is removed. Road markings will temporarily be replaced by road cones.
17 to 20 March
- Reseal settling period, traffic management continues.
21 to 25 March
- Installation of new speed tables and roundabout at Solway Place, and new (temporary) road markings will be painted and signage installed.
Week of 28 March
- Cul-de-sac at Concord Avenue end of Links Avenue starts.

Cameron Road
There are a number of construction sites along Cameron Road. Please take care driving through construction zones and be kind to our construction team as they go about their work. If you need help, they are happy to assist people find their way through the site.
As the Cameron Road Joint Venture (CRJV) team work along the eastern side of Cameron Road constructing the shared path and bi-directional cycleway, a significant part of the works includes upgrading the stormwater system. This work is below the surface and requires careful co-ordination around other services. Upgrading the wastewater network between Elizabeth Street and Third Avenue also requires careful coordination and while it may appear there is not a lot of work happening above ground, the work is progressing below. We thank you for your patience and understanding while these essential upgrades are underway.
The CRJV team has finished work on the eastern side of Cameron Road between Harington Street and Elizabeth Street for now, and are now on the western side working on the Wharf Street intersection, then heading south towards Elizabeth Street. Temporary traffic management is in place, including a southbound one-way closure between Hamilton Street and Spring Street and, with detours in place.
The wastewater upgrade continues between First Avenue and Third Avenue, which sees lane closures on both the northbound and southbound lanes. During this period, northbound traffic will be diverted onto the other side of the road, with a single lane operating in each direction. There will also be lane closures on Second Avenue and Third Avenue, as the team progress with this section.
Work on the eastern side of Cameron Road between Eighth and Tenth Avenue, and Twelfth and Fifteenth Avenue is progressing with the work between Sixth and Eighth Avenue complete for now. Vehicle traffic is reduced to one lane on the eastern side in the areas where work is taking place. As this work nears completion, work on the western side will begin in the coming weeks. Elizabeth Street upgrade
We’re upgrading the streetscape in the area surrounding the Thirty Eight Elizabeth development (including Farmers). Works on Elizabeth Street, including creating a linear park outside Thirty Eight Elizabeth, and to upgrade Mareanui Lane (adjacent to the Elizabeth Street parking building) are being completed in stages as areas are made available. Works may be paused or reduced over the coming weeks with the Omicron outbreak impacting on construction staff availability.
- Elizabeth Street west bound lane closure: there is an extended lane closure on the west bound traffic lane (heading towards Takitimu Drive between Devonport Road and Grey Street roundabout). The traffic lane closure is required to enable the completion of the Thirty Eight Elizabeth development, followed by the completion of the streetscape works. Businesses, footpaths and accessways are accessible during the works.
- First Avenue night-time crane lifts: crane lifts will occur periodically at the Thirty Eight Elizabeth building site, at night-times (6pm to 6am the next day), over the coming months. Traffic management will be in place on First Avenue outside Farmers, and two-way traffic will be maintained. On-street parking will be unavailable at those times.
Totara Street safety upgrade
We’re working on a safer option for people who travel along Totara Street.
Work between Rata Street and Kawaka Street continues, Monday to Friday between 6am and 4pm. Two lanes of traffic will be maintained with speed restrictions in place.
Work continues between Hewletts Road and Hull Road. Between 7pm and 7am traffic traveling south along Totara Street will be diverted along Maunganui Road between 7pm and 7am, Sunday to Thursday, until this section of work is complete (pictured below). Both lanes of traffic will remain open along Totara Street during the day.

Kulim Park
We’re carrying out an extensive upgrade of Kulim Park, including a new playground, parking layout and shared pathway.
Most of the construction, including the playground, was completed in late 2021, however contractors are currently completing the boardwalks and concrete shared pathways.
We’re also building a new 3x3 basketball court near the flying fox (see the design below) which should be ready for the first alley-oops in early April.

Traffic report
City centre
- 2 Devonport Road: please take care when walking past the demolition site in this area. There will be footpath detours and some car park closures over the next few months.
Beyond the city centre
- Cameron Road, Greerton (by Green Park School): new pedestrian signalised crossing under construction, civils works were completed prior to Christmas. Work to install and commission the signals is expected to be completed over the next few weeks. Please adhere to temporary speed limit when driving through works.
- Maunganui Road: safety improvement work to upgrade the existing footpath continues outside Mount Maunganui College between Golf Road to Tui Street. There will be a road closure in place until early May on Tui Street at the Mount Maunganui Road intersection to allow construction on the footpath to continue. Work is due to be completed in early May.
- Te Puke Highway: remedial work is underway on Te Puke Highway between Bell Road intersection and Welcome Bay Road roundabout. There is a diversion in place for traffic travelling from Tauranga towards Te Puke via Tara Road, Parton Road and Bell Road. Works are due to be completed in late March – weather permitting.

Marra Sprint Triathlon
Sunday 13 March
The Marra Sprint Triathlon will be taking place on Sunday 13 March 2022, with the following road closures in place between 5.00am to 12.00pm to support safe event operations. The event is operating with My Vaccine Passes under the red setting of the Covid Protection Framework.
- Salisbury Wharf Car Park (the entire car parking area)
- Salisbury Avenue from Victoria Road to The Mall
- The Mall from Salisbury Avenue to Prince Avenue
- The Mall from Prince Avenue to Adams Avenue including the Pilot Bay Boat Ramp
- Prince Avenue from The Mall to Victoria Road roundabout
- Adams Avenue from The Mall to Marine Parade
- Marine Parade from Adams Avenue to Oceanbeach Road
