Mobile shop and Foreshore licences in Tauranga: rules, locations, tenders, and how to apply

What is a mobile shop?

A Mobile Shop is a trailer or a vehicle selling food and/or non-alcoholic beverages. A mobile shop can also be a trailer or a vehicle where the service operates out of the trailer or vehicle (e.g. a mobile sauna).

If you sell food or drinks, you must also:

  • Have a Food Control Plan or National Program
  • Be registered as a food business under the Food Act 2014

Do I need a licence to operate a mobile shop?

Yes. You must apply for a mobile shop licence to trade in a public place.

If you want to trade at specific parks, reserves, or high-demand locations, you may also need a tender licence. 

What is a Foreshore licence?

 A Foreshore Licence allows a service-based commercial provider to run activities at a specific location in Tauranga, such as surfing lessons or equipment hire.

This licence does not permit the sale of food, beverages, or merchandise. Vehicles or trailers must not be parked on the reserve as part of the activity unless explicitly approved by Council.

What is a tender licence?

A licence for a specific location throughout Tauranga that require applicants to tender competitively for a licence to trade once a year or once every two years. Competitive tendered sites are listed below. 

Do I need a Licence if I will only be trading from my own property, at events & markets?

No, you do not need a Mobile shop licence to trade from your own property, at events or markets. You will need a FCP/National registration if you are selling food or drinks.  
And any other permits or consents that you may require. Our requirements are not exhaustive.

Why can’t general service-based mobile shops licence holders trade in reserves?

Service-based mobile shops with a general roaming licence are generally not permitted in reserves because reserves are intended for recreation and public enjoyment. Personal services (e.g. hairdresser) are considered commercial activities that do not contribute to how people typically use and experience a reserve. 

Each application will be considered on a case-by-case basis.

How to start a mobile shop in Tauranga

If you want to run a mobile business (food and non-alcoholic beverage, or services) in Tauranga, there are two ways you can operate:

Option 1: Trade across the city (General Mobile Shop Licence)

You can operate in different locations around Tauranga with a general mobile shop licence.

This licence can be obtained by a:

  • Food & non-alcoholic beverage mobile shop
  • Service mobile shop

Where does this licence allow you to trade?

There are three main types of locations, each with different rules:

1. Road reserve (streets)

You can trade if you:

  • Stay no more than 15 minutes at a location and do not return to the same spot more than once per day
  • Mobile shops operating in this location should not:
    • a. obstruct or be likely to obstruct traffic,
    • b. obstruct or be likely to obstruct the view of any corner, bend, intersection, vehicle crossing, traffic sign or traffic signal,
    • c. distract unduly or be likely to distract unduly the attention of road users, or
    • d. constitute or be likely to constitute in any way a danger to road users.

2. Parks and reserves (non‑tendered areas)

You can trade only if:

  • You use a formed car park
  • You occupy max 2 car parks (no other supporting infrastructure is allowed on the site)
  • The maximum number of operators for that park is not exceeded (please refer below for limits on number of mobile food and beverage shops in some reserves). 
  • You trade between sunrise and sunset
  • Service based mobile shops are generally not permitted to trade in these locations

3. Tendered (exclusive) locations

  • Some locations require a licence via tender.
  • These are limited, high-demand sites (e.g. Marine Parade, Mount Main Beach)
  • Licences are allocated through a competitive process each year

You cannot operate there without successfully securing a tender licence

Option 2: Trade from a fixed council location (Tender Process)

You can apply for a Food & Beverage/Services Tendered mobile shop or a Foreshore licence to operate from specific high-demand locations

These locations are managed through a tender process which occurs once a year in August. 

Please refer to the information sheet for tender locations and licence periods (some licences run for a 2-year period and may not be available for application).

Option 2A: Marine Parade Winter Tender Process 

Winter trading (Marine Parade 2026 trial)

  • A new booking system applies for winter trading:
    • Period: 1 May – 30 November 2026
    • Opens: 1st of the previous month at 8am
    • Allocation: First come, first served
    • Apply monthly: via Expression of Interest (EOI) 
    • Power costs:
      • $450/month (10/16 amp)
      • $930/month (32 amp)

Where are you not allowed to trade?

Prohibited locations

  • Any road administered by council that has a speed limit of more than 50 km/hr
  • Any reserve or park without a formed car park
  • Any tendered mobile shop location
  • Off road Council car parks, other than those in reserves
  • Cameron Road
  • Turret Road
  • Waihi Road
  • The Strand
  • Fraser Street between 11th Avenue and 18th Avenue
  • 15th Avenue between Turret Road and Cameron Road
  • Commons Avenue between Maunganui Road and Marine Parade
  • Grace Avenue between Maunganui Road and Marine Parade
  • Marine Parade between Adams Avenue to Grace Avenue, and between Pacific Avenue to Banks Avenue
  • Marine Parade between Grace Avenue and Pacific Avenue unless the mobile shop operator has a tendered licence
  • The Mall between Salisbury Avenue and Prince Avenue, and between Leinster Avenue and Adams Avenue
  • The landward side of The Mall between Prince Avenue and Leinster Avenue
  • Salisbury Avenue
  • Maranui Street from Sunrise Avenue to Sandhurst Drive
  • Pāpāmoa Beach Road from Sandhurst Drive to a point 30 metres east of Coast Boulevard
  • Tauranga Domain
  • Bethlehem Hall Site
  • Cambridge Park
  • Matua Park
  • May Street Reserve
  • Morland Fox Park
  • Scout Reserve
  • Welcome Bay Hall Site
  • Welcome Bay Scout Hall Site

Reserves with a maximum number of mobile shops permitted

This is on a first come basis. 

If you are a service mobile shop, approval from Spaces and Places will be required as part of the application.

Helpful clarifications:

  • The Marine Parade Mobile Shop Tendered Site is for food and beverage mobile shop operators only. 
  • A general mobile shop licence does not allow trading everywhere.
  • If you hold a general service mobile shop licence, you cannot generally trade in reserves.
  • Not all public spaces allow mobile shops – see non permitted locations above.
  • Having a general licence does not guarantee a location, only tendered licenses allow for a specific location.
