Mauao currently presents a significant safety risk. The role of security is active enforcement of a restricted cordon, including managing non-compliance from members of the public. This requires a trained, professional workforce with appropriate health and safety oversight, accountability and consistency of coverage. Using volunteers would not meet the risk, liability, or operational requirements for this type of response.
Maintaining 7 wardens per shift (day and night) has been considered appropriate given the nature of the site. The cordon surrounds a large, high-risk area with a long and irregular (weaving) boundary, which requires continuous monitoring across multiple access points. The site has a history of high public use, and experience has shown there is a consistent need for visibility and active enforcement to prevent unauthorised access. This resourcing level is therefore based on risk management, public safety requirements and the physical characteristics of the site, rather than surplus capacity.
Costs as at the end of March 2026 were approximately $497,839 on 24/7 security to enforce the cordon following the landslides. Current cost for security per day is approximately $5,040, based on 7 wardens operating 24 hours. In the initial response phase, up to 8 wardens were deployed, and this has since been reduced to 7 wardens over the past two months.
The contract was directly appointed to Nga Watene Maori o Mauao Charitable Trust (a separate entity to Mauao Trust) due to the urgency of the emergency response. The contract was established on 9 February 2026 for an initial one-month term, with three one-month rights of renewal to maintain flexibility given uncertainty around the site.
