Links Avenue cul-de-sac trial
The trial is now underway. Infringement of the bus lanes that create the cul-de-sac will result in a fine of $150.
What this means:
A temporary cul-de-sac has been established on Links Avenue, between Solway Place and Concord Avenue. The trial works in a very similar way to the last, but there are some differences. In summary:

- Thoroughfare is limited to emergency vehicles, buses, bikes, motorbikes, rubbish collection trucks, clearly marked taxis and delivery trucks
- The bus lane has been removed
- Reduced speed on Links Avenue to 30km
- The road has been resealed and includes temporary road markings
- The trial will run for at least four months to test the impact on the wider roading network and observe commuting behaviour over time.

Central city bus interchange works
The temporary central city bus interchange opened on Durham and Wharf Streets on Monday, 13 June, however due to recent wet weather there are still some construction works to be completed.
This includes pavement repairs on Durham Street, fencing and some pavement work on Spring Street, and completion of the Wharf Street (west) pedestrian crossing, including the addition of new streetlights. Pedestrians will be safely diverted to navigate the work area.
The temporary interchange is expected to be in use for approximately 18 months while we investigate a permanent transport hub for the city.
Willow Street works
Now that the city centre bus interchange has relocated, the external facing demolition of our old civic building at Willow Street has begun.
The footpath and berm in front of the Wharf Street side of the building is currently closed so the canopy and cladding on that side of the building can be removed. The removal of the canopy on the Willow Street side of the building will start in about 10 days’ time.
The demolition process will be completed in stages and is expected to be finished in October.
There should be no delays to vehicles moving through the area during the demolition but please take care when travelling along these streets.

Cameron Road
There are a number of construction sites along Cameron Road. Please take care driving through construction zones and be kind to our construction team as they go about their work. If you need help, they are happy to assist people find their way through the site.
As the Cameron Road Joint Venture (CRJV) team work along the eastern side of Cameron Road constructing the shared path and two-way cycleway, a significant part of the works includes upgrading the stormwater system, which is happening below the surface. The team are also upgrading the wastewater network between Elizabeth Street and Sixth Avenue, which requires careful coordination and while it may appear there is not a lot of work happening above ground, the work is progressing below. We thank you for your patience and understanding while these essential upgrades are underway.
The Cameron Road Joint Venture team are now working on the central median replacing and renewing damaged kerbs, from Elizabeth Street to Wharf Street which will see southbound and northbound right lane closures. The team is also working between Elizabeth Street and Second Avenue on the eastern side of Cameron Road, upgrading the stormwater network and footpath. Temporary traffic management is in place, with a southbound left lane closure between Elizabeth Street and Second Avenue. From Monday 20 June, Second Avenue (eastern) will be left out only, with no access from Cameron Road.
The wastewater upgrade continues between Third Avenue and Sixth Avenue, which sees lane closures on both the northbound and southbound lanes. During this period, northbound traffic will be diverted onto the other side of the road, with a single lane operating in each direction. There will also be a lane closure on Third Avenue, as the team progress with this section.
Work on the eastern side of Cameron Road between Ninth and Fifteenth Avenue is progressing well, with the work between Sixth and Ninth Avenue, and Twelfth and Thirteenth Avenue complete for now. Vehicle traffic is reduced to one lane on the eastern side in the areas where work is taking place. The intersection of Tenth Avenue and Cameron Road will be closed until late June (weather dependent).
Twelfth Avenue intersection: the centre median at the Twelfth Avenue and Cameron Road intersection is permanently closed to through traffic.
Work is underway on the western side of Cameron Road between Thirteenth and Fifteenth Avenue, upgrading the stormwater system, shared path and driveways. Temporary traffic management is in place, including a northbound lane closure.

Elizabeth Street upgrade
We’re upgrading the streetscape in the area surrounding the Thirty Eight Elizabeth development (including Farmers). Works on Elizabeth Street, including creating a linear park outside Thirty Eight Elizabeth, and to upgrade Mareanui Lane (adjacent to the Elizabeth Street parking building) are being completed in stages as areas are made available.
- Devonport Road closure, night of Wednesday, 22 to Thursday, 23 June: between 7pm and 5am we’re carrying out works to install a duct across Devonport Road at the Devonport Road and Elizabeth Street traffic signals, from the Farmers corner (south-west corner) to the south-east corner. This work is required to increase duct capacity for the traffic signal power cables. Devonport Road will be closed from Elizabeth Street to First Avenue. Pedestrian access on Devonport Road will be maintained, and Elizabeth Street itself, including the signalised intersection, will remain open. There will be some noise associated with the works – we will endeavour to complete the noisiest work as early in the evening as possible, and before 10pm.
- Elizabeth Street west-bound lane closure: there is an extended lane closure on the west-bound traffic lane (heading towards Takitimu Drive between Devonport Road and Grey Street roundabout). The traffic lane closure is required to enable the completion of the Thirty Eight Elizabeth development, followed by the completion of the streetscape works. Businesses, footpaths and accessways are accessible during the works.
- Night-time crane lifts: crane lifts will occur periodically at the Thirty Eight Elizabeth building site, at night-times, over the coming months:
- First Avenue: crane lifts will take place between 6pm to 6am the next day. Traffic management will be in place on First Avenue outside Farmers, and two-way traffic will be maintained. On-street parking will be unavailable at those times.
- Devonport Road: these crane lifts will require the full closure of Devonport Road between First Avenue and Elizabeth Street, between 8pm and 6am the next day. Traffic management will be in place with pedestrian access restricted to the eastern side of the road.
Seismic strengthening at our parking buildings
We are carrying out earthquake strengthening works on the Elizabeth Street and Spring Street parking buildings. These are precautionary works to reduce the risk to users and the extent of damage that a significant earthquake could cause.
Elizabeth Street: we are undertaking the construction in stages, with a maximum of 30 parking spaces unavailable at any given time. Traffic will be reduced to one-way on the ramps when the works are carried out on each level.
Spring Street: works are due to start next week until mid-2023. The building will remain operational but there will be reduced number of parks available at the parking building. Alternate parking spaces are available at the nearby Elizabeth Street parking building.
Please take care when driving or walking around work sites. There may be some loud noise at times, as well as shaking, dust and minor delays associated with the traffic management in place – apologies for the inconvenience and thank you for your patience. We recommend people keep their car windows up when in the parking building.

SH2/29A Te Maunga interchange partial opening
Traffic switch scheduled for Monday, 20 June, overnight. The switch is weather dependent.
Motorists will soon be travelling over the new Te Maunga interchange at the intersection of SH2 and SH29A as Waka Kotahi prepares for the next stage of construction on the Bay Link project.
The traffic switch is scheduled to take place overnight on Monday, 20 June and the partially opened interchange will be used by people travelling on SH2 from Mount Maunganui and SH29A from Maungatapu from Tuesday, 21 June. The traffic switch and work leading up to it are weather dependent.
The partial opening of the interchange will enable the next stage of construction at the Te Maunga end of the project, including the construction of the Truman Lane walkway, walking and cycling connections, the ramp approaching the interchange from Papamoa, and SH2 road under the interchange.

Maunganui Road safety improvements
Golf Road and Tui Street
- There are some minor works still to be completed between Golf Road and Tui Street.
Hinau Street and Sutherland Avenue
- Work continues in this area. This is a continuation of the safety improvements happening along Maunganui Road. This includes improved cycling facilities and connections to existing cycleways, new roundabouts at Hinau Street, Matai Street and Sutherland Avenue, and improved pedestrian crossing points.
Sutherland Avenue
- To make these improvements, access to and from Sutherland Avenue onto Maunganui Road will be closed until mid-late June.
Terrace Avenue
- Access to and from Terrace Avenue onto Maunganui Road will be closed until mid-late June.

Totara Street safety upgrade
We’re working on a safer option for people who travel along Totara Street.
Between Hull Road and Kawaka Street (and towards Rata Street)
- Work continues, Monday to Friday between 6am and 4pm. Two lanes of traffic will be maintained with speed restrictions in place.
Between Hewletts Road and Hull Road
- Work continues between 6pm and 7am, Monday to Thursday. Traffic traveling south along Totara Street will be diverted along Maunganui Road until this section of work is complete. Both lanes of traffic will remain open along Totara Street during the day.
Triton Avenue
- The right hand turn both entering and exiting Totara Street and Triton Avenue is restricted while work is underway on the kerb and footpath.

Looking ahead:
Night works to construct the cycleway between Tasman Quay and Totara Street are scheduled to begin near the end of this project. Between 8pm and 5am traffic will be reduced to one lane. All lanes will remain open from 5am to 8pm.
Watermain upgrades
- Victoria Road, Taupo Avenue, Crane Street, Carysfort Street, Links Avenue, Mount Maunganui: Works continue on these streets to upgrade watermains after weather conditions delayed progress. Completion is estimated for late June.
- Solway Place, Mount Maunganui: works will begin next week to upgrade watermains. Works are expected to be completed mid July.
- Pacific Avenue, Mount Maunganui: works will begin next week to upgrade watermains. Works are expected to be completed late July.
There may be minor delays with traffic management in place and construction noise expected Monday to Friday between 7am and 4.30pm.
Traffic report
City centre
- 2 Devonport Road: please take care when walking past the demolition site in this area. There will be footpath detours and some car park closures over the coming months.
Beyond the city centre

Welcome Bay Road: works have been delayed to install a short section of railing opposite 373 to 389 Welcome Bay Road due to bad weather and staff shortages due to COVID-19. Construction will now take place on Thursday, 23 and Friday, 24 June, with a backup date of Monday, 27 and Tuesday, 28 June. Traffic management will be in place during works between 7am and 6pm.

Turret Road reserve: the reserve and carpark is closed while contractors install stairs to improve access and public safety. There will be no access to the reserve with fencing and traffic management in place. Works are expected to be completed late June, weather and sea condition dependent.

Opal Drive to Beachwater Drive, Pāpāmoa: construction of a wastewater pipeline continues in the Wairākei Reserve. The walkway behind Fashion Island will be closed while work continues in this section. Works continue primarily in the reserve areas, with a temporary track closure between Domain Road and Opal Drive. Access from Opal Drive to Te Akau a Ki school will remain open for the duration of the works. Traffic management will be in place and works are scheduled for completion December 2022.

Aerodrome Road: night works to complete road surfacing will begin from Monday, 20 June. The road will be closed one way during works, Sunday to Thursday from 6pm until 6am. The roundabout by Tauranga Airport will be under a stop-go during this time. Vibrations from heavy machinery involved in road resurfacing and noise from vehicle-reversing warning ‘beeps’ are expected. We apologise in advance for this temporary noise nuisance. Works are estimated to be completed by Thursday, 30 June (weather dependent).
