As-built information

Council requires as-built information to be supplied for all infrastructural development or improvement works.

As-built information is crucial to the efficient management, operation, maintenance and knowledge of each asset. The timeliness, consistency and accuracy of this information is essential.

Please submit as-builts through the following as-built submissions form:

Submit As-built

Please note:

  • Infrastructure Plan Reference (IP) numbers are created by TCC and provided by your project manager or development engineer. Please obtain this number from them before submitting this form
  • the form should be used to submit other completion documentation for TCC projects as required under the contract
  • the .zip file limit is 50MB. If your files are more than 50MB, it can be divided into smaller .zip files and multiple submissions can be made.

Acceptable software outputs as required under IDC QA 6.4.2 are provided per asset type as below. Please contact AssetInformationAsbuilts@tauranga.govt.nz if an asset type is not covered and you would like more information on how to submit.

Waters reticulation assets

The ArcPro Submissions Portal (ASP) is council's accepted tool for submitting waters as-builts (wastewater, stormwater, and water supply).

To use ASP, you’ll need an ArcGIS login. Please email AssetInformationAsbuilts@tauranga.govt.nz to request a login, which will include details of use and instructions.

Using ASP ensures the submission process is more efficient and that all asset information is captured correctly the first time - reducing back-and-forth between consultants/contractors and council.

Please include the following in your as-built submissions form: 

  1. PDF as-built information as per QA-6 As-built information (302kb pdf) and As-built drawings
  2. ArcPro Submissions Portal (ASP) outputs.

Parks and landscaping assets

The ArcPro Submissions Portal (ASP) is available for submitting parks/landscape assets (from August 2026). The same ArcGIS login as for waters above can be used. Please email AssetInformationAsbuilts@tauranga.govt.nz to request a login, which will include details of use and instructions.

Using ASP ensures the submission process is more efficient and that all asset information is captured correctly the first time - reducing back-and-forth between consultants/contractors and council.

NEW: Please include the following in your as-built submissions form if using the ASP Portal:

  1. PDF as-built information as per QA-6 As-built information (302kb pdf) and As-built drawings
  2. ArcPro Submissions Portal (ASP) outputs.

OLD: There will be a six-month transition period from the previous process, that required the following information to be submitted in your as-built submissions form:

  1. PDF as-builts information as per QA-6 As-built information (302kb pdf) and As-built drawings
  2. Spatial files - CAD drawing (*.dwf, *.dxf or *.dwg) or Shapefile package - you can export a shapefile from your CAD software. If Civil 3D does not have a tool to export your data to a shapefile, you can use this online converter tool: Convert DWG to SHP Online 
  3. If specimen trees are part of the submission, please include the details of the tree using the spreadsheet below. Please ensure that there is a unique asset identifier for each asset in the AssetName field that matches to the spatial data and PDF plan. Tree Spreadsheet Template (33kb xlsx).

Waters plant assets - mechanical, electrical and civil

Council requires waters (water supply, wastewater and stormwater) plant 'mechanical, electrical and civil' asset inventory data to be captured and populated using the 'TCC Waters - Plant (M&E) Asset Data Capture Sheet - V1.0'. This document is an excel workbook with multiple dropdown fields and values, which are aligned to the asset classes, unit types and attribution available in TCC's Asset Management System. To provide additional support, the latest updated version of Tauranga City Council's TCC Waters Plant Asset Tag ID Naming Standard is provided.

When using the 'TCC Waters - Plant (M&E) Asset Data Capture Sheet - V1.0' please go to the 'Instructions' sheet to guide the user on how to populate the 'Asset Creation Sheet' and 'Asset Data Sheet' within the document. The instructions also contain reference to other useful information on how to complete the sheets.

Please include the following in your as-built submissions form:

  1. PDF as-built information as per QA-6 As-built information (302kb pdf)
  2. Spatial files - CAD drawing (*.dwf, *.dxf or *.dwg) or Shapefile package – you can export a shapefile from your CAD software. If Civil 3D does not have a tool to export your data to a shapefile, you can use this online converter tool: Convert DWG to SHP Online

Property and building assets

Council requires property and building assets to be captured and populated using the Property Data Capture Form. This document is an excel workbook with multiple dropdown fields and values, which are aligned to the asset classes, unit types and attribution available in TCC's Asset Management System.

When using the ‘Property Data Capture Form’ please go to the 'Instructions' tab to guide the user on how to populate the 'Asset Capture Form' within the document. There is also an example form included in the workbook.

Please include the following in your as-built submissions form:

  1. The populated Property Data Capture Form
  2. PDF floor plan as-builts clearly showing the layout and measurements of the new/refurbished room/building.

Transportation assets

Council requires road asset inventory data to be captured using the QA-6 TCC Transport Asset Data Form.

It is a council requirement that the person/s collecting the data hold a current NZ Transport Agency Waka Kotahi (NZTA) asset data collection Practitioner Level 1 qualification. The person’s name/s, certification number/s and expiry date/s are to be included on the Project Summary page of the Asset Data Forms.

Please include the following in your as-built submissions form:

  1. PDF as-built information as per QA-6 As-built information (302kb pdf) and As-built drawings
  2. The populated QA-6 TCC Transport Asset Data Form above.

Digital Engineering Framework (waters plant assets)

Council is utilising the Digital Engineering Information Management approach for project delivery to enable time, cost, and quality improvements to the way that waters plant assets are planned, designed, constructed, operated, and maintained throughout their lifecycle. 

This approach has a focus on consistency and standardisation of information management, generating efficiency and optimising the way projects are delivered.

The Digital Engineering Information Management Framework consists of a suite of documents outlining the processes and tools to support the digital delivery, improve collaboration and the digitalisation of key business processes.

Our Digital Engineering objectives:

  • Establish a collaborative design process based around a Common Data Environment 
  • Standardise the design production process, ensuring all deliverables are produced and issued in a uniform manner
  • Improve visual communication of intent to support decision making and stakeholder consultation
  • Improve accuracy and consistency of design and construction information leading to reductions in clashes, reduction in interface issues, and improved safety
  • Improve the integration of council's data standard within the Information Models to improve consistency across all information deliverables used in construction, operation, and maintenance
  • Set up an integrated and collaborative workflow to ensure a smooth handover to the asset management team for the in-use phase of the asset
  • Establish capabilities to support model-based construction simulation (4D) to assist in construction planning and communication for high-risk activities, including shut-down periods and interface management
  • Improve the use of environmental-based information such as embedded carbon within 3D models to support decarbonisation-based decision-making activities.
