Section 32 of the Resource Management Act (RMA) requires that any changes to the City Plan be evaluated for their appropriateness in achieving the purpose of the RMA, and for the policies and methods to be evaluated for their efficiency, effectiveness and risk. This evaluation must be documented so that stakeholders and decision makers can understand the reasoning behind the provisions.
