Closed Circuit Television (CCTV)

Tauranga City Council (the council) seeks to provide safe public places where members of the community feel secure and protected.

We own and manage a network of closed-circuit television (CCTV) cameras located in various public places throughout Tauranga City. These cameras operate continuously and capture video footage.

Council uses CCTV for many purposes, including to:

  • Monitor and support council services e.g. to monitor and support management of traffic flow, to monitor compliance with regulations, policies, bylaws or legislation, congestion and driver behaviour, to monitor council land, assets and facilities.
  • Improve public safety and security e.g. to monitor and respond to health and safety situations, to deter and detect criminal activity, to monitor traffic and vehicles to promote road safety, to support investigation and prosecution inquiries relating to offences including traffic, parking, bylaws and other criminal offences, to provide evidence to the Police, court or tribunal proceedings or a public sector agency where it is necessary for them to uphold the law.
  • Support training, quality control and authorised research relating to the provision of council services e.g. to train CCTV operators and enforcement or safety officers, to research the nature of incidents/offences, foot or vehicle use and patterns, and to check weather conditions for operational decisions.

We ensure that all CCTV footage collected is stored securely and retained only as long as necessary to fulfil its intended purposes. Access to our CCTV and any footage captured, is restricted to authorised council staff and public  law enforcement agencies (e.g. NZ Police), and only when required for a purpose noted above, or to verify the system is operational.

No attempt will be made to identify individuals from CCTV footage, except in cases of reported or suspected incidents requiring investigation, or in relation to any legal proceedings. Council takes the privacy of individuals seriously, and it will ensure the operation of its CCTV will be conducted responsibly and for a lawful purpose, avoiding any inappropriate, intrusive or unlawful use of the CCTV and the footage collected.

CCTV and any footage collected will be managed in accordance with our CCTV Policy, the Privacy Act 2020, the Public Records Act 2005 and the Local Government Official Information and Meetings Act 1987.
