Road closures

Roads need to be closed for various reasons, but mainly for maintenance, construction work, and events. You can sign up for the Weekly Bulletin for up to date road closure information.

Tauranga has plenty of amazing events on offer. To ensure these events are delivered efficiently and safely for participants, the public, residents and businesses, the following road closures will be in place:

Road closures - 21 October 2022

Papamoa East Interchange

Construction of a new interchange over the Tauranga Eastern Link (TEL) will see Pāpāmoa East connected to the motorway and enable further development of the area.

Preliminary works for the construction of the interchange are progressing and construction of two of the planned culverts has now been completed.

Earthworks will continue over the next few months to build the necessary height on the Bell Road side and will require traffic management on the Tauranga Eastern Link (TEL) until April 2023.

Three lanes of the TEL are open - both eastbound lanes are back to normal and one of the westbound lanes remains closed with a speed limit for traffic headed towards Tauranga set to 70km/h. This will remain in place for the next six months.

The outer westbound lane will remain closed until April 2023, to allow continued earthworks on the Bell Road side of the TEL to occur safely.

We appreciate drivers' patience with these works and urge people to keep to the signposted speed limits for everyone’s safety.

There may be minor traffic delays because of this work. As this does not materially impact travel times, tolls will continue to apply.

Links Avenue cul-de-sac trial

The trial is now underway. Infringement of the bus lanes that create the cul-de-sac will result in a fine of $150.

What this means:

A temporary cul-de-sac has been established on Links Avenue, between Solway Place and Concord Avenue. The trial works in a very similar way to the last, but there are some differences. In summary:

  • Thoroughfare is limited to emergency vehicles, buses, bikes, motorbikes, rubbish collection trucks, clearly marked taxis and delivery trucks
  • The bus lane has been removed
  • Reduced speed on Links Avenue to 30km
  • The road has been resealed and includes temporary road markings
  • The trial will run for at least four months to test the impact on the wider roading network and observe commuting behaviour over time.

Cameron Road

There are several construction sites along Cameron Road. Please take care driving through construction zones and be kind to the Cameron Road Joint Venture construction team as they go about their work. If you need help, they are happy to assist you to find your way through the site.

The team have completed the resurfacing of road between Elizabeth Street and Wharf Street. The cycle separators in this section are planned to be installed from early November.

The team is also working between Elizabeth Street and Third Avenue on the eastern side of Cameron Road, upgrading the stormwater network and footpath. From Sunday 30 October, 6pm to 6am, the team is planning to install temporary traffic management, from Third Avenue to Fourth Avenue in preparation to continue upgrading the stormwater network and footpath on the eastern side of Cameron Road.

Temporary traffic management is in place, with a southbound left lane closure between Elizabeth Street and Third Avenue. The Second Avenue intersection is closed with no access to or from Cameron Road while the team is working on the corner islands and footpath in this section. Access to Second Avenue will be maintained through Devonport Road and First Avenue. We expect this work to take up to five weeks (weather dependent).

The stormwater and footpath upgrade work is underway on the western side of Cameron Road, from Elizabeth Street to Second Avenue. Temporary traffic management is in place with a northbound left lane closure, with no right turn into Cameron Road from Second Avenue. First Avenue is left in only. A detour is in place from First Avenue, along Westbay Lane, into Second Avenue to exit onto Cameron Road. Second Avenue is reduced to one lane and temporary traffic lights are installed at Second Avenue to control traffic flow.

The wastewater upgrade is complete between Third Avenue and Sixth Avenue. The wastewater connections down Fifth Avenue, Arundel Street and Fourth Avenue will start in the coming weeks. This work will be completed as weekend work. The team will start at Fourth Avenue and work southbound towards Fifth Avenue. Temporary traffic management will be in place.

Work on the eastern side of Cameron Road between Sixth Avenue and Fifteenth Avenue is progressing well. The team has returned to work between Sixth Avenue and Seventh Avenue on the western side of Cameron Road preparing to lay the pavers. Temporary traffic management is in place with a southbound left lane closure in this section.

The team continues upgrading the stormwater and streetscape between Eleventh Avenue and Twelfth Avenue, on the eastern side of Cameron Road. Vehicle traffic is reduced to one lane on the eastern side in the areas where work is taking place.

The western side of Cameron Road is reduced to one lane from Fifteenth Avenue to Eleventh Avenue as the team complete the stormwater and streetscape upgrade through this section.

The work site on the western side of Cameron Road from Fifteenth Avenue has extended to Twelfth Avenue, as the team continue to upgrade the stormwater system, shared path and driveways in this section.

Intersection work:

  • Fourteenth Avenue/Cameron Road (west): closed while we work in this area.
  • Twelfth Avenue: the centre median is permanently closed to through traffic.

Maunganui Road safety improvements

Speed on Maunganui Road has been a long-standing concern and includes the safety of cyclists and pedestrians. This safety improvement work is aimed at creating a calmer, more predictable environment, significantly improving safety for everyone who travels through the area.

The new road layout includes measures such as physical separation of lanes and roundabouts - encouraging drivers to lower their speed naturally - as well as improved pedestrian and cycling infrastructure, additional greenery, and upgrades to storm water drainage.

What you can expect to see:

  • Safe crossing points.
  • New median islands, physically separating lanes.
  • New roundabouts at Tui Street, Hinau Street, Matai Street and Sutherland Avenue.
  • A shared path.
  • Dedicated bike lanes on both sides of the road.
  • Grass, planting and trees.

Traffic impacts between Golf Road and Sutherland Avenue

Safety improvement work continues over several sites in this area. During the next six weeks, road works will require lane closures at two sections of the road and detours will be in place. We ask drivers to stick to the speed limit and take care when travelling through the work sites. These road works are weather dependent - prolonged rain could see scheduled work delayed.

Between Golf Road and Tui Street

  • The exit from Tui Street will be closed from 6am to 12pm on Tuesday 25 October to allow the installation of a Totara tree on the new roundabout.
  • Work to install streetlights and trees in front of Mount Maunganui College was postponed and will now take place outside of peak traffic hours on Tuesday 25 to Friday 28 October. As this work involves heavy machinery, it requires a lane closure for traffic headed east towards Bayfair, between 9am and 3pm each day. Heavy traffic will be diverted via Hull Road and Newton Street with alternatives for residential traffic.

Between Hinau Street and Sutherland Avenue - upgrading of the road surface and construction of median islands and roundabouts between Hinau Street and Sutherland Avenue is underway and will take six weeks to complete. Construction will start on the beach side of the road.

To keep everyone safe during this work, the following traffic impacts will apply:

  • Southbound traffic - from Thursday 6 October
    • Heavy traffic via Totara Street/Hewletts Road.
    • Local /residential traffic via Grove Avenue/Valley Road/Tay Street at the first section, and Tweed Street/Valley Road or Ranch Road then Golf Road for the second section.
  • Labour weekend - Saturday 22 to Monday 24 October: during Labour weekend we will reopen as much of Maunganui Road as possible to support access to businesses and free movement for visitors where this is safe.
  • Northbound traffic - late next week until mid-November: once construction on the beach side of the road is complete, work between Sutherland Avenue and Hinau Street will start on the other half of the road.
    • Heavy traffic will be diverted via Hull Road and Totara Street.
    • Local /residential traffic can detour via Hinau Street, Miro Street and Tawa Street.

A short delay has been incurred on this work due to a later start to allow input from local business owners, as well as asphalt supply issues in Tauranga.

Council contractors Fulton Hogan will make every effort to limit disruption for the community while ensuring the safety of road users and their crew.

Totara Street safety upgrade

We’re working on a safer option for people who travel along Totara Street.

Hewletts Road and Totara street intersection:

  • Night works to construct a new crossing at the Hewletts Road/Totara Street intersection are underway. Two-way traffic will be maintained with some intermittent lane diversions in place as work moves across the road in sections. The slip lane to Totara Street will be closed from 8pm - 6am during works. The left turn from Hewletts Road onto Totara Street will be possible at the Hewletts Road/Totara Street traffic lights. Works are expected to be complete in November.

Matai Street (towards Rata Street)

  • Two lanes of traffic will be maintained with speed restrictions in place.

Rata Street and Nikau Crescent (off Rata Street)

  • Work on footpath reconstruction and speed bump installation continues with a partial closure at the corner of Nikau Crescent and Rata Street in place.
  • Rata Street, from Totara Street to Nikau Crescent, is now open with shoulder closures in place.
  • Access is maintained for businesses, residents and pedestrians.

Totara Street

  • Final works are being completed throughout the site which may require detours/lane closures at times. Signage and traffic management will be in place.

Traffic report

City centre

  • Fifteenth Avenue and Turret Road from Burrows Street: resurfacing works, to and including Turret Road Bridge, to commence on Monday 24 October for approximately three weeks. Stop/go traffic management will be in place while safety improvements take place. Work will take place between 7pm - 6am, Sunday to Thursday. Works are estimated to be completed in early November, weather dependent. Motorists should expect delays and use an alternative route if possible.
  • Chapel Street: bridge maintenance works continue to replace bridge deck joints, between 7pm and 6am, Sunday to Thursday. One lane will be closed with temporary traffic management in place. The programmed works are due to be completed by mid-November, weather dependent. Motorists should expect delays and use an alternative route if possible.

Beyond the city centre

  • SH36 Northbound Lane, Pyes Pa: crews will continue working on the side of the highway and temporary speed limits will be in place at times over the coming weeks.
  • Waimapu Pa Road, Hairini: wastewater renewal works continue between 7.30am and 4.30pm, Monday to Friday. Normal construction noise is expected and a two-way stop/go will be in place while work occurs on the eastbound berm of Waimapu Pa Road. Works are expected to be completed by early November.
  • Castlewold Drive Wastewater Renewal: the walking track from the Saint Andrews Drive playground to Belvedere Reserve will be closed while work to replace the wastewater pipe commences during the week of 24 October. Hours of work will be Monday to Friday, between 7:30am – 4:30pm. Traffic management will be in place to divert pedestrians to the alternative walking access and to indicate the construction site access. Works are expected to be completed by 22 December.

Pāpāmoa

  • Te Okuroa Dr and The Boulevard raised pedestrian crossings: work is underway on the construction of the raised pedestrian crossing on The Boulevard, near Suzanne Aubert Catholic School. Speed restrictions and traffic management will be in place for the duration of the works. A detour will be in place while the concrete and asphalt is laid. The Boulevard crossing is expected to open in the week beginning 31 October. A temporary crossing point will be in place until then.
  • Opal Drive to Beachwater Drive: construction of a wastewater pipeline continues in the Wairākei Reserve. The walkway behind Fashion Island remains closed. The track closure between Domain Road and Opal Drive has an alternative route available on the other side of the stream until works are completed. Access from Opal Drive to Te Akau Ki school will remain open for the duration of the works. Traffic management will be in place and the project is expected to be complete by the end of December 2022.

Mount Maunganui

Watermain upgrades are taking place in the following areas. There may be minor delays with traffic management in place and construction noise expected Monday to Friday, between 7am - 4.30pm.

  • Victoria Road and Salisbury Avenue: works now complete.
  • Pacific Avenue from The Mall to Maunganui Road: works now complete.
  • Solway and Compton Place: works expected to be completed by early November.
  • Crane Street, Carysfort Street, Links Avenue, Taupo Avenue: works expected to be completed by early November.
  • Pacific Avenue from Maunganui Road to Marine Parade: works expected to be completed by mid-November.
  • Rita Street and Banks Avenue: works expected to be completed by early November.
  • Waitui Grove and Justine Way: works expected to be completed by early November.
  • MacDonald Street: works expected to be completed by mid-November.
  • Epsom Road and Spur Avenue: works expected to be completed by early November.
