Travel Safe

Travel Safe is an all-ages community focused approach to road safety in Tauranga and the Western Bay of Plenty.

A joint initiative between Tauranga City Council, Western Bay of Plenty District Council, NZ Police, and NZ Transport Agency. The Travel Safe team partner with and work alongside communities, schools, parents, caregivers, volunteers, and students, to deliver programmes and initiatives to reduce accidents and improve road safety.

The programmes are developed to address identified high risks for targeted audiences.

Travel Safe is driven by guiding principles:

  • listening to communities
  • keeping it simple and flexible
  • developing community and school ownership at the beginning
  • strengthening community action
  • developing personal skills
  • creating supportive environments
  • supporting building healthy public policy
  • valuing volunteers

Road closures - 9 June 2022

Mauao and Pilot Bay boat ramp and car park closures postponed

Tree removal works that were due to take place on Mauao next week have been called off due to an unfavourable weather forecast.

This means that the Mauao closure scheduled for Wednesday, 8 June until Thursday, 9 June and closures of the Pilot Bay boat ramp and car park for Tuesday, 7 June until Wednesday, 15 June 2022, will no longer take place.

A new date for this work hasn’t been confirmed but is likely to be late June or early July.


Links Avenue cul-de-sac trial

The trial is now underway. Infringement of the bus lanes that create the cul-de-sac will result in a fine of $150.

What this means:

A temporary cul-de-sac has been established on Links Avenue, between Solway Place and Concord Avenue. The trial works in a very similar way to the last, but there are some differences. In summary:

In summary:

  • Thoroughfare is limited to emergency vehicles, buses, bikes, motorbikes, rubbish collection trucks, clearly marked taxis and delivery trucks
  • The bus lane has been removed
  • Reduced speed on Links Avenue to 30km
  • The road has been resealed and includes temporary road markings
  • The trial will run for at least four months to test the impact on the wider roading network and observe commuting behaviour over time.

Central city bus interchange works

Construction works are underway in preparation for the move of the central city bus interchange on Monday, 13 June 2022.

There will be traffic management in place on Durham Street (between Spring and Wharf Streets), and Wharf Street (outside Baycourt) while footpaths are improved, kerbs are replaced and two new raised pedestrian crossings are installed at the Durham Street and Wharf Street intersection. Pedestrians will be safely diverted to navigate the work area.

Work is also under way to improve the footpath on Spring Street (between Willow Street and Durham Street) in preparation for the interchange relocation.

The temporary interchange is expected to be in use for approximately 18 months while we investigate a permanent transport hub for the city.

Willow Street works

After the central city bus interchange relocates, the demolition of our old council building at Willow Street will begin.

On Monday, 13 June, site fencing will close off the footpath and berm in front of Wharf Street, followed ten days later by the closing off of a section of the footpath on Willow Street, while the building canopy and cladding is removed. The demolition process will be completed in stages and is expected to be finished in October.

There should be no delays to vehicles moving through the area during the demolition but please take care when travelling along these streets.

Cameron Road

There are a number of construction sites along Cameron Road. Please take care driving through construction zones and be kind to our construction team as they go about their work. If you need help, they are happy to assist people to find their way through the site.

As the Cameron Road Joint Venture (CRJV) team work along the eastern side of Cameron Road constructing the shared path and two-way cycleway, a significant part of the works includes upgrading the stormwater system, which is happening below the surface. The team are also upgrading the wastewater network between Elizabeth Street and Sixth Avenue, which requires careful coordination and while it may appear there is not a lot of work happening above ground, the work is progressing below. We thank you for your patience and understanding while these essential upgrades are underway.

The Cameron Road Joint Venture team are now on the western side of Cameron Road, working between 219 Cameron Road (Kale Print) and Spring Street. Temporary traffic management is in place, including a northbound left lane closure between Elizabeth Street and Spring Street, with the Spring Street west intersection closed.

The wastewater upgrade continues between Third Avenue and Sixth Avenue, which sees lane closures on both the northbound and southbound lanes. During this period, northbound traffic will be diverted onto the other side of the road, with a single lane operating in each direction. There will also be a lane closure on Third Avenue, as the team progress with this section.

Work on the eastern side of Cameron Road between Ninth and Fifteenth Avenue is progressing well, with the work between Sixth and Ninth Avenue, and Twelfth and Thirteenth Avenue complete for now. Vehicle traffic is reduced to one lane on the eastern side in the areas where work is taking place. The intersection of Tenth Avenue and Cameron Road will be closed until late June (weather dependent).

Twelfth Avenue intersection: the centre median at the Twelfth Avenue and Cameron Road intersection is permanently closed to through traffic.

Work is underway on the western side of Cameron Road between Thirteenth and Fifteenth Avenue, upgrading the stormwater system, shared path and driveways. Temporary traffic management is in place, including a northbound lane closure.

Elizabeth Street upgrade

We’re upgrading the streetscape in the area surrounding the Thirty Eight Elizabeth development (including Farmers). Works on Elizabeth Street, including creating a linear park outside Thirty Eight Elizabeth, and to upgrade Mareanui Lane (adjacent to the Elizabeth Street parking building) are being completed in stages as areas are made available.

  • Devonport Road footpath and carpark closure: the footpath outside Farmers on Devonport Road between Elizabeth Street and First Avenue, and the adjacent carparks will be closed for approximately one month, until early June 2022. The footpath and carpark closure is required for installation of the soffit to the Farmers store canopy on the Devonport Road side.
  • Elizabeth Street west-bound lane closure: there is an extended lane closure on the west-bound traffic lane (heading towards Takitimu Drive between Devonport Road and Grey Street roundabout). The traffic lane closure is required to enable the completion of the Thirty Eight Elizabeth development, followed by the completion of the streetscape works. Businesses, footpaths and accessways are accessible during the works.
  • Night-time crane lifts: crane lifts will occur periodically at the Thirty Eight Elizabeth building site, at night-times, over the coming months:
    • First Avenue: crane lifts will take place between 6pm to 6am the next day. Traffic management will be in place on First Avenue outside Farmers, and two-way traffic will be maintained. On-street parking will be unavailable at those times.
    • Devonport Road: these crane lifts will require the full closure of Devonport Road between First Avenue and Elizabeth Street, between 8pm and 6am the next day. Traffic management will be in place with pedestrian access restricted to the eastern side of the road.

Elizabeth Street parking building: earthquake strengthening

We are carrying out earthquake strengthening works on the Elizabeth Street parking building. These are precautionary works to reduce the risk to users and the extent of damage that a significant earthquake could cause.

We are undertaking the construction in stages, with a maximum of 30 parking spaces unavailable at any given time. Traffic will be reduced to one-way on the ramps when the works are carried out on each level.

  • Entrance closures - Saturday, 11 and Sunday, 12 June: on Saturday, 11 June, the Elizabeth Street vehicle entry/exit will be closed, from 7.30am to 5pm, to enable the installation of scaffolding on the building. Vehicle entry/exit will be through First Avenue on that day. On Sunday 12 June, to complete the scaffold installation, the pedestrian entrance from Elizabeth Street will be closed from 7.30am to 5pm, including the laneway from Elizabeth Street to the parking building elevator lobby and the public toilets. Pedestrians can access the building through the vehicle entrance on Elizabeth Street (please take care around vehicles), or the First Avenue pedestrian entrance.

Please take care when driving or walking around work sites. There may be some loud noise at times, as well as shaking, dust and minor delays associated with the traffic management in place – apologies for the inconvenience and thank you for your patience. We recommend people keep their car windows up when in the parking building.

Maunganui Road safety improvements

Golf Road and Tui Street

  • Safety improvement work to upgrade the existing footpath continues outside Mount Maunganui College between Golf Road and Tui Street.
  • Construction of the roundabout at Tui Street continues, which requires a closure for both access to Tui Street, as well as the southbound lane of Maunganui Road – heading towards Bayfair. The closure that starts at Dee Street will continue until mid-June. 

Hinau Street and Sutherland Avenue

  • Work continues in this area. This is a continuation of the safety improvements happening along Maunganui Road. This includes improved cycling facilities and connections to existing cycleways, new roundabouts at Hinau Street, Matai Street and Sutherland Avenue, and improved pedestrian crossing points.

Sutherland Avenue

  • To make these improvements, access to and from Sutherland Avenue onto Maunganui Road will be closed until mid-late June.

Terrace Avenue

  • Access to and from Terrace Avenue onto Maunganui Road will be closed until mid-late June.

Totara Street safety upgrade

We’re working on a safer option for people who travel along Totara Street.

Between Hull Road and Kawaka Street (and towards Rata Street)

  • Work continues, Monday to Friday between 6am and 4pm. Two lanes of traffic will be maintained with speed restrictions in place.

Totara Street, outside Club Mount Maunganui

  • Installation of a new bus stop will take place mid-June. Due to the limited space in this area, there will be a short-term southbound lane closure and diversion for traffic heading from Rata Street towards Hewletts Road.
  • Traffic will be diverted via Matai Street, Tawa Street, and Kawaka Street then back to Totara Street. The closure will only be in place for the duration the concrete truck is required on site.

Between Hewletts Road and Hull Road

  • Work continues between 6pm and 7am, Monday to Thursday. Traffic traveling south along Totara Street will be diverted along Newton Street until this section of work is complete. Both lanes of traffic will remain open along Totara Street during the day.

Triton Avenue

  • The right hand turn both entering and exiting Totara Street and Triton Avenue is restricted while work is underway on the kerb and footpath.

Please note: this work is weather dependent. 

Looking ahead:

Night works to construct the cycleway between Tasman Quay and Totara Street are scheduled to begin mid-late June. Between 8.00pm and 5.00am traffic will be reduced to one lane. All lanes will remain open from 5.00am to 8.00pm.


Watermain upgrades

  • Victoria Road, Mount Maunganui: works continue after weather conditions delayed progress. Completion is now estimated for mid June. There may be minor delays with traffic management in place and construction noise expected Monday to Friday between 7am and 4.30pm.
  • Taupo Avenue, Mount Maunganui: weather conditions delayed progress this week. Works to renew water pipes continue with completion expected late June. Traffic management is operating and construction noise expected Monday to Friday between 7am and 4.30pm.

Traffic report

City centre

  • 2 Devonport Road: please take care when walking past the demolition site in this area. There will be footpath detours and some car park closures over the coming months.

Beyond the city centre

  • Welcome Bay Road: works began this week to install a short section of railing opposite 373 to 389 Welcome Bay Road. Works are set to be completed by Friday, 17 June. Traffic management will be in place during works between 7am and 6pm.

  • Turret Road reserve: the reserve and carpark is closed while contractors install stairs to improve access and public safety. There will be no access to the reserve with fencing and traffic management in place. Works are expected to be completed late June, weather and sea conditions dependent. 

  • Opal Drive to Beachwater Drive, Pāpāmoa: construction of a wastewater pipeline continues in the Wairākei Reserve. The walkway behind Fashion Island will be closed while work continues in this section. Works continue primarily in the reserve areas, with a temporary track closure between Domain Road and Opal Drive. Access from Opal Drive to Te Akau a Ki school will remain open for the duration of the works. Traffic management will be in place and works are scheduled for completion December 2022.
