Council-controlled organisations

A Council-controlled organisation (CCO) is an organisation in which the council controls 50% or more of the votes or has the right to appoint 50% or more of the directors or trustees.

Council and its CCOs work in partnership to successfully deliver quality outcomes for our community and contribute to Tauranga Moana becoming a vibrant city that attracts businesses, people and visitors, is well planned, connected and inclusive.    

Our CCOs deliver a range of great offerings for Tauranga’s residents and visitors, including leisure, aquatic, arts, events and cultural activities. 

The benefits of CCOs include:

  • Independently managing Council initiatives and facilities.
  • Providing business and community expertise that Council may not have in-house. 
  • Being able to focus on achieving the best outcome for their particular organisation, rather than focusing on the many activities of a council.
  • Attracting some of their funding from sources other than rates. 

Council-CCO Aspiring Directors Programme 

Thank you for your interest in the fourth intake of Tauranga City Council’s Aspiring Directors Programme for its Council-Controlled Organisations (CCOs).

Applications has closed as of 10am Friday, 24 October 2025. 

The interview panels are currently reviewing all applications for shortlisting.

Interviews will be held in Tauranga on 11 and 13 November 2025. 

Communication about the new aspiring directors will take place from mid-December.

Trial reopening of Hairini slip lane to start

A three-month trial reopening of the Hairini Street slip lane onto Turret Road outside morning peak hours starts on Monday, 20 October.

The slip lane was closed to general traffic for public safety and efficiency reasons following the completion of the Maungatapu underpass and since July 2018 has been open to buses only.

Tauranga City Council approved the trial reopening in July 2025 to allow Hairini residents and their visitors to use this lane to improve access to routes out of the community.

The slip lane will reopen from 20 October 2025 to 20 January 2026, except during the morning peak hours of 6.30am to 9.30am, Monday to Friday when it will remain buses only for safety reasons. A $150 fine may be issued if the slip lane is used during this time.

The reopening applies only to the slip lane. The section of bus lane after the merge will remain a bus lane only at all times. Any vehicles which continue in the bus lane past the designated merge point, at any time, also risk a $150 fine.
