Council-controlled organisations

A Council-controlled organisation (CCO) is an organisation in which the council controls 50% or more of the votes or has the right to appoint 50% or more of the directors or trustees.

CCOs are often set up to manage Council initiatives and facilities independently and can provide business and community expertise that Council may not have in-house. Another benefit of CCOs is that in some cases they can attract some of their funding from sources other than rates. Our CCOs deliver a range of great offerings for Tauranga’s residents and visitors, including leisure, aquatic, arts, events and cultural activities. 

CCO Aspiring Directors – Board Intern Programme

In 2022, Tauranga City Council launched its inaugural Aspiring Directors Programme for three of its substantive CCOs: Bay Venues, Tourism Bay of Plenty and the Tauranga Art Gallery Trust.

This initiative brings diversity, new perspectives to their boardrooms and provides a professional development pathway for people who are interested in starting a governance career. It also builds on the governance capability for businesses, trusts and councils in the Bay of Plenty by creating a pipeline of future prospective board members.

For the 2023-2024 cohort, we are looking forward to welcoming a CCO Board Intern to the Bay Venues Board and an Emerging Director to the Tourism Bay of Plenty Board, in conjunction with the Institute of Directors.
