The Tauranga City Council (TCC), in collaboration with the Western Bay of Plenty District Council (WBoPDC) and the Whakatane District Council (WDC), is seeking professional services for stormwater planning, design, and modelling within their respective council boundaries. The objective of this procurement is to establish a panel of up to seven suppliers who will provide these services for a duration of five years under a framework agreement.
The procurement process will be conducted in two stages, starting with a Request for Registration of Interest (ROI) to identify potential suppliers, followed by a Request for Proposal (RFP) to select the most suitable candidates. The purpose of this Advance Notice is to inform potential suppliers of the upcoming release of the ROI and RFP.
This procurement will select up to seven potential suppliers, with up to six for Category (A) Stormwater Planning, Design, and Applied Modelling and one for Category (B) Specialist Modelling Assistance. A consultant can win one or both categories. Specific work categories under Category (A) and Category (B) include, but not limited to, the following:
(A) Stormwater planning, design and applied modelling:
- Flood risk assessment and flood hazard mapping update (for city/district planning taking into account future growth and climate change)
- Development/update of City/District Plan stormwater provisions
- Flooding/drainage and stormwater quality impact assessment for urban growth (in both greenfield and intensification areas) including options analysis, feasibility analysis and concept-level engineering design of proposed stormwater systems
- Flooding/drainage and stormwater quality impact assessment for infrastructure projects including those from council’s other departments (road/transport, parks etc) including options analysis, feasibility analysis and concept-level engineering design of proposed stormwater systems
- City/District-wide and local stormwater level of service assessment including options analysis, feasibility analysis and concept-level engineering design of proposed stormwater systems
- Planning and investigation of stormwater upgrades for servicing growth areas
- Regional assessment that involves expansion of council’s stormwater infrastructure or integration of adjacent stormwater systems
- Development/update of Catchment Management Plans
- Development/update of Stormwater Management Plans in both greenfield and intensification areas
- Prepare and report on stormwater capital works programme for Long Term Plan (2027-2037)/new Water Services Entity Asset Management Plan
- Provision of inputs into 30-year Infrastructure Strategy Update for stormwater
- Progressing “placeholder” stormwater projects identified in the Long Term Plan to detailed design stage for implementation by the Project Delivery Team
- Development of Low Impact Design (LID)/Water Sensitive Design (WSD) solutions for greenfield and intensification areas
- Detailed design of proposed stormwater system and preparation of construction documents
- Modelling support to the above listed items
- Catchment base model new build/update, calibration and validation as and when needed
(B) Specialist modelling assistance:
- Advanced modelling assistance (development of special tools, efficiencies in model run times, simplifications of models for optioneering etc)
- Modelling software review
- Modelling guidelines update
- Model data management
- Catchment base model new build/update, calibration and validation as and when needed
- Specialist peer reviews of modelling
We are seeking suppliers who can deliver innovative stormwater planning, design, and associated modelling services that can effectively handle future growth, including new areas and intensification, as well as cope with the challenges of climate change. These services will lead to recommendations for operational changes and project proposals that will be incorporated into a 30-year Infrastructure Plan and a 10-year Long Term Plan (LTP).
We are also seeking to ensure that the 2D stormwater catchment models covering the entire city/district are up-to-date, reasonably validated, and suitable for use in operational decision making. In addition, we are committed to maintaining 2D stormwater planning models covering the entire city/district that is periodically updated and fit for use in network planning and capacity studies. The expected outcomes generated by the models should be of high quality and provided in a timely manner.
Suppliers wishing to work under Category (A) must have strong capacities and capabilities in providing at least two out of the three types of stormwater services (i.e., planning, design, and modelling) to a New Zealand town, including involvement with 10 year LTP plans.
Suppliers wishing to work under Category (B) must have strong capacities and capabilities in carrying out modelling and modelling review work for a New Zealand town. In addition, they must meet the following requirements:
- Availability of at least two out of the three common types of modelling software licenses (DHI MIKE, Tuflow, and InfoWorks ICM) in their latest versions.
- Availability of ArcGIS license in its latest version.
- Modelling computers equipped with GPU enhancement for running models.
To ensure a seamless transition to the new Water Services Entity in the event that the Affordable Water Reform proceeds, we will establish suitable contract with each supplier. These contracts will be designed to facilitate a smooth handover of services to the new entity.
