IHMP are planning documents recognised under the Resource Management Act 1991 and provide a mechanism for tangata whenua interests to be considered in council processes. There are specific legislative requirements which place a duty on council staff to take these plans into account. In practice, local authorities must balance a number of competing interests, including IHMP.

Tauranga City Council, Toi Moana Bay of Plenty Regional Council and Western Bay of Plenty District Council can provide funding towards the development and update of IHMP. The purpose of the fund is to:
Councils want to empower iwi/hapū to become more proactive, particularly in dealing with resource management. IHMP are used in council work to help understand the aspirations from iwi/hapū and their position on issues affecting them. They assist in developing councils’ relationship with iwi/hapū, provide an opportunity to share knowledge, and ensure we have up-to-date information.
To make the application process easier the three councils have agreed that iwi/hapū within the Tauranga City Council boundary will only need to lodge one application via the Tauranga City Council website. This is an online application,Tauranga City Council will then provide a copy of the completed application to the applicable council(s) for consideration.

Please note you do not need to lodge an application to Toi Moana Bay of Plenty Regional Council and Western Bay of Plenty District Council, unless your iwi/hapū are outside Tauranga City Council boundary.
