Calling for tenders to lease land at Marine Park

Tauranga City Council is calling for tenders to lease bare land, approximately 6,952 square metres of land at Marine Park being Area A on SO 530292, classified as a Local Purpose (Marine Research and Education Facility) Reserve, subject to the Reserves Act 1977, for the exclusive purpose of constructing and operating a marine research and education facility.

Applicants will have to complete the public lease tender form, or by contacting Gert van Staden at gert.vanstaden@tauranga.govt.nz.

Term

The lease will be for a term up to 99 years, pursuant to section 61(2) of the Reserves Act 1977 and section 7(1)(c) of the Public Bodies Leases Act 1969.

Applicants are encouraged to tender at the lease period which best aligns with their feasibility parameters.

Rent

The rent for a full 99-year term is assessed as $1,200,000 (one million two hundred thousand dollars) plus GST (if any), on the basis of payment in full prior to the lease commencing and satisfaction of the agreement to lease conditions.

Other provisions

The lease will be subject to the relevant provisions of the Public Bodies Leases Act and the Reserves Act 1977.

Tender Evaluation

All tenders will be evaluated under Section 17 of the Public Bodies Leases Act, having regard to the purpose for which the land is intended to be used as well as the capability of the applicant to develop and use the land for that purpose. The Council’s decision under this section will be final. More information can be found in the lease tender application form.

All applicants will be required to complete a lease tender application form. The application form
contains all the relevant information, but to simplify, Council is looking for applications from entities capable of constructing and operating a marine research facility to deliver tertiary and/or post-tertiary education and/or research pathways as well as commercial and social outcomes for the Tauranga Moana area.

The final date to submit your lease application will be 24 March 2023 at 17:00.

Please note that Council is not obliged to accept any tender and may withdraw this tender at its discretion, without recompense to any applicant.
