In Bloom will be taking place at The Tauranga Waterfront on The Strand on Saturday, 12 November between 4pm and 10pm.
A section of the waterfront has been closed to the public, between the public toilets opposite 87 The Strand to the Devonport Road roundabout, for the duration of the event until Monday, 14 November 12pm. Stakeholders have access to his area until Saturday, 12 November 4pm.
To ensure the safety of event staff during pack in and out, access to the southern waterfront carpark, located opposite 87 The Strand, may be restricted between the following times:
- 8am-5pm, Thursday, 10 to Friday, 11 November
- 8am-4pm, Saturday, 12 November
- 8am-5pm, Sunday, 13 November
- 8am-12pm Monday, 14 November
To ensure the safety of event attendees and staff during the event, access to the southern waterfront car park will be closed between:
- 4:00pm-10:00pm, Saturday 12 November
Whilst there are no road closures in place, as participants will be using footpaths throughout, please be aware of increased foot traffic in this area on Saturday, 12 November from 3pm. Thank you for your patience during this time.
Pāpāmoa East Interchange
Construction of a new interchange over the Tauranga Eastern Link (TEL) will see Pāpāmoa East connected to the motorway and enable further development of the area.
Preliminary works for the construction of the interchange are progressing and construction of two of the planned culverts has now been completed.
Earthworks will continue over the next few months to build the necessary height on the Bell Road side and will require traffic management on the Tauranga Eastern Link (TEL) until April 2023.
Three lanes of the TEL are open - both eastbound lanes are back to normal and one of the westbound lanes remains closed with a speed limit for traffic headed towards Tauranga set to 70km/h. This will remain in place until April 2023.
The outer westbound lane will remain closed until April 2023, to allow continued earthworks on the Bell Road side of the TEL to occur safely.
We appreciate drivers' patience with these works and urge people to keep to the signposted speed limits for everyone’s safety.
There may be minor traffic delays because of this work. As this does not materially impact travel times, tolls will continue to apply.

Links Avenue cul-de-sac trial
The trial is now underway. Infringement of the bus lanes that create the cul-de-sac will result in a fine of $150.
What this means:
A temporary cul-de-sac has been established on Links Avenue, between Solway Place and Concord Avenue. The trial works in a very similar way to the last, but there are some differences. In summary:
- Thoroughfare is limited to emergency vehicles, buses, bikes, motorbikes, rubbish collection trucks, clearly marked taxis and delivery trucks
- The bus lane has been removed
- Reduced speed on Links Avenue to 30km
- The road has been resealed and includes temporary road markings
- The trial will run for at least four months to test the impact on the wider roading network and observe commuting behaviour over time.

Devonport Road Off-street Car Park Temporary Closure
Sections of the Devonport Road off-street car park (accessed from the top/eastern end of Elizabeth Street) are closed until Thursday, 17 November, for ground testing to prepare for redevelopment of the site. Some of the car parking spaces will be unavailable during this time and people are advised to take care around the work sites.
Commencing early in the New Year, this site will be developed into what is set to be the largest mass timber office building in New Zealand. Once built, the premises will be home to all of Tauranga City Council’s administration staff.
A date for the permanent closure of this car park will be notified once the construction schedule for this development is confirmed.

Cameron Road
There are several construction sites along Cameron Road. Please take care driving through construction zones and be kind to the Cameron Road Joint Venture construction team as they go about their work. If you need help, they are happy to assist you to find your way through the site.
The new two-way cycleway is taking shape. This is a significant change for both drivers and cyclists, and we all need to play our part to keep each other safe. The cycleway is being constructed in sections and, as progress is made, more sections will open. Drivers need to watch out for cyclists. Remember to look both ways when turning to access your favourite shops and give way to cyclists and pedestrians. Please pay attention to the temporary traffic management signs in place and adhere to the speed limit.
The team has completed the resurfacing of road and installation of cycle separators between Elizabeth Street and Wharf Street.
The team is also working between Elizabeth Street and Third Avenue on the eastern side of Cameron Road, upgrading the stormwater network and footpath. From Monday, 14 November, the team is planning to install temporary traffic management from Third Avenue to Fourth Avenue, in preparation to continue upgrading the stormwater network and footpath on the eastern side of Cameron Road. The temporary traffic management in place will see a southbound left lane closure between Elizabeth Street and Fourth Avenue.
The Second Avenue intersection is closed with no access to or from Cameron Road while the team is working on the corner islands and footpath in this section. Access to Second Avenue will be maintained through Devonport Road and First Avenue. We expect this work to take up to two weeks (weather dependent).
The stormwater and footpath upgrade work is underway on the western side of Cameron Road, from Second Avenue to First Avenue and will extend to Elizabeth Street in the coming weeks. Temporary traffic management will be in place with a northbound left lane closure, with no right turn into Cameron Road from Second Avenue. First Avenue is left in only. A detour is in place from First Avenue (west), along Westbay Lane, to Second Avenue exiting onto Cameron Road. Second Avenue, reduced to one lane, will have temporary traffic lights installed to control traffic flow.
The wastewater upgrade is complete between Third Avenue and Sixth Avenue. The permanent reinstatement of the wastewater lateral connected to St Mary Immaculate Catholic Church, 114 Elizabeth Street, is complete. The wastewater connections down Fifth Avenue, Arundel Street and Fourth Avenue will start in the coming weeks. This work will be completed as weekend work. The team will start at Fourth Avenue and work southbound towards Fifth Avenue. Temporary traffic management will be in place.
Work on the eastern side of Cameron Road, between Sixth Avenue and Fifteenth Avenue, is progressing well. The team has returned to work between Sixth Avenue and Seventh Avenue on the eastern side of Cameron Road preparing to lay the pavers and install the new bus stop. Temporary traffic management is in place with a southbound left lane closure in this section.
The team continues upgrading the stormwater and streetscape between Eleventh Avenue and Twelfth Avenue, on the eastern side of Cameron Road. Vehicle traffic is reduced to one lane on the eastern side in the areas where work is taking place. The team has also started work on the stormwater and streetscape upgrade between Fifteenth Avenue and Sixteenth Avenue on the eastern side of Cameron Road. Temporary traffic management includes a southbound left lane closure.
From Monday, 14 November, we will be extending our work zone on the western side of Cameron Road, from Eleventh Avenue to Tenth Avenue, as we continue work to upgrade the stormwater system. Traffic will be reduced to one lane from ten metres before Fourteenth Avenue to Eleventh Avenue, as the team complete the stormwater and streetscape upgrade through this section. Work is also underway on the mid-block crossing in the centre median outside Tauranga Boys’ College (near the Fourteenth Avenue intersection). Temporary traffic management is in place with a southbound right lane closure.
Intersection work:
- Second Avenue/ Cameron Road (east): closed while we work at this intersection.
- Twelfth Avenue: the centre median is permanently closed to through traffic.
- Fourteenth Avenue/Cameron Road (west): closed while we work in this area.

Maunganui Road Safety Improvements
Speed on Maunganui Road has been a long-standing concern and includes the safety of cyclists and pedestrians. This safety improvement work is aimed at creating a calmer, more predictable environment, significantly improving safety for everyone who travels through the area.
The new road layout includes measures such as physical separation of lanes and roundabouts - encouraging drivers to lower their speed naturally - as well as improved pedestrian and cycling infrastructure, additional greenery, and upgrades to storm water drainage.
Traffic impacts between Golf Road and Sutherland Avenue
Safety improvement work continues over several sites in this area. We ask drivers to stick to the speed limit and take care when travelling through the work sites. These road works are weather dependent - prolonged rain could see scheduled work delayed.
Between Hinau Street and Sutherland Avenue
Upgrading of the road surface and construction of median islands and roundabouts between Hinau Street and Sutherland Avenue is underway. The team have now started working on the library side of the road and are making good progress.
To keep everyone safe during this work, northbound traffic continues to be diverted through the section between Zespri and Sutherland Avenue. This means:
- Heavy traffic will be diverted via Hull Road and Totara Street.
- Local /residential traffic can detour via Matai Street and Tawa Street, or a number of alternatives.
Once these sections of road surface renewals are complete, the main lane closures will no longer be necessary. Work will continue at several sites between Sutherland Avenue and Hinau Street and is expected to be complete before Christmas. Side roads may continue to be closed where necessary, and night works may be introduced to keep the speed of work up.
Council contractors, Fulton Hogan, will make every effort to limit disruption for the community while ensuring the safety of road users and their crew. Thank you for your continued patience.
Totara Street Safety Upgrade
We’re working on a safer option for people who travel along Totara Street.
Hewletts Road and Totara Street intersection
- Night works to construct a new crossing at the Hewletts Road/Totara Street intersection continue. Two-way traffic will be maintained with some intermittent lane diversions in place as work moves across the road in sections. The slip lane to Totara Street will be closed from 8pm - 6am during works. The left turn from Hewletts Road onto Totara Street will be possible at the Hewletts Road/Totara Street traffic lights. Works are expected to be complete early December.
Matai Street (towards Rata Street)
- Two lanes of traffic will be maintained with speed restrictions in place.
Rata Street and Nikau Crescent (off Rata Street)
- Work on footpath reconstruction and speed bump installation continues.
- Rata Street, from Totara Street to Nikau Crescent, is now open with shoulder closures in place.
- Access is maintained for businesses, residents and pedestrians.
Totara Street
Final works are being completed throughout the site which may require detours/lane closures at times. Signage and traffic management will be in place.

Traffic report
City centre
- Fifteenth Avenue and Turret Road from Burrows Street: resurfacing works, to and including Turret Road Bridge, continues. Stop/go traffic management is in place while safety improvements take place between 7pm and 6am, Sunday to Thursday. Works are estimated to be completed by late November, weather dependent. Motorists should expect delays and use an alternative route if possible.
- Chapel Street: bridge maintenance works continue to replace bridge deck joints, between 7pm and 6am, Sunday to Thursday. One lane remains closed with temporary traffic management in place. The programmed works are due to be completed by mid-November, weather dependent. Motorists should expect delays and use an alternative route if possible.
Beyond the city centre
- SH36 Northbound Lane, Pyes Pa: crews continue working on the side of the highway and temporary speed limits will remain in place at times over the coming weeks.
- Waimapu Pa Road, Hairini: wastewater renewal works were completed on Friday, 4 November.
- Castlewold Drive Wastewater Renewal: the walking track from the Saint Andrews Drive playground to Belvedere Reserve remains closed while work to replace the wastewater pipe continues. Hours of work are Monday to Friday, between 7:30am and 4:30pm. Traffic management is in place to divert pedestrians to the alternative walking access and to indicate the construction site access. Works are expected to be completed by Thursday, 22 December.
- Kaitemako Road: preseal repair works from Ashton Way to just beyond Shady Lane are underway. Hours of work are between 6am and 6pm, Monday to Saturday. The work area is operating under stop/go traffic management and will be completed by the end of November.
- Te Puke Highway - Lane Diversion required: resealing work along Te Puke Highway, between Poplar Lane and Welcome Bay Road, is scheduled to commence Monday, 14 November (weather dependent). While a lane closure is in place, traffic heading towards Te Puke from Tauranga/Papamoa will be diverted along the Tara Road, Parton Road, Bell Road route. Traffic travelling from Te Puke towards Tauranga will continue as normal, with speed restrictions in place. Diversion dates, expected until late November, will be displayed on VMS boards along with any weather delays.
Pāpāmoa
- Opal Drive to Beachwater Drive: construction of a wastewater pipeline continues in the Wairākei Reserve. The walkway behind Fashion Island remains closed. The track closure between Domain Road and Opal Drive has an alternative route available on the other side of the stream until works are completed. Access from Opal Drive to Te Akau Ki school will remain open for the duration of the works. Traffic management will be in place and the project is expected to be complete by the end of December 2022, with the remainder completed in early 2023
Watermain Upgrade
Watermain upgrades are taking place in the following areas. There may be minor delays with traffic management in place and construction noise expected Monday to Friday, between 7am and 4.30pm.
City Centre
- Dive Crescent: works expected to be completed by early December.
Gate Pa
- Bongard Street, Wylie Street, Bush Street, Jones Street, Scott Street: works commence next week of Monday, 14 November, and are expected to be completed in mid-December.
Mount Maunganui
- Crane Street, Carysfort Street, Taupo Avenue: works complete.
- Solway and Compton Place: works expected to be completed mid-November.
- Pacific Avenue from Maunganui Road to Marine Parade: works expected to be completed by mid-November.
- Rita Street and Banks Avenue: works expected to be completed mid-November.
- Waitui Grove and Justine Way: works expected to be completed mid-November.
- MacDonald Street: works expected to be completed by mid-November.
- Epsom Road, Links Avenue and Spur Avenue: works expected to be completed mid-November.
