Information for voters

In 2025 a by-election is being held and voters on the Māori electoral roll can choose a candidate to represent the Te Awanui Māori ward.

Progress results will be available as soon as possible.

You need to be enrolled on the Māori roll to vote in the by-election for the Te Awanui Māori ward. Election day is on Tuesday, 29 April 2025.

If you are of Māori descent you can choose which roll you want to be on, general or Māori, and can change rolls up to election day. If you are on the Māori roll by 3 March 2025 you will get voting documents mailed to you, but if you enrol after this date will have to do a special vote.

To vote for a candidate in Te Awanui Maori ward, voters must:

  • Be enrolled with the Electoral Commission on the Māori roll for Tauranga City
  • Be a citizen of Aotearoa New Zealand permanent resident who has lived in New Zealand continuously at any time for one year or more
  • Have lived at their current address for more than one month
  • Be over the age of 18

You might also be eligible to vote if you are:

  • a non-resident ratepayer who has applied for enrolment on the ratepayer roll
  • a resident outside of Tauranga who has been nominated by a firm, company, corporation, or society paying rates on a property in Tauranga.

Special voting

Haven’t received your voting pack? Changed your address? Moved from the general to the Māori roll after 3 March 2025? Or would like some help to cast your vote?  This is for you!

You can still vote – you do need to be enrolled on the Māori roll with the Electoral Commission at vote.nz and then you just need to cast a special vote at:

Monday 28 April:
He Puna Manawa: 9:30am – 5pm
Pāpāmoa Library: 9.30am – 2pm

Tuesday 29 April
He Puna Manawa: 9:30am – 12pm

It takes less than five minutes to complete your declaration form as to why you need a special vote, and you can vote on site or take it away to vote later.  You can also enrol and vote at the same time. 

After 24 April 2025 it is too late to post you out a special voting pack, as we cannot guarantee it will arrive before voting closes on Tuesday, 29 April 2025 at noon.  Come in and cast your vote.

You can still vote even if your voting pack is damaged or if you’ve made a mistake and need a new voting paper. You’ll just need to cast a special vote at He Puna Manawa Service Centre – 21 Devonport Road. You’ll need to complete your special declaration form as to why you need a special vote, and then you can vote on site or take it away to vote later.  Special voting starts from… Special voting starts from Monday, 7 April 2025. It’ll only take five minutes! 

If you have a physical disability or access need, or are unable to read or write, or are not familiar with the language on the form, you can visit He Puna Manawa Service Centre to get help from the team, from Monday, 7 April 2025.

If you can’t come into any of our locations to cast a special vote, then we can send the voting pack to you. Email election25@tauranga.govt.nz or call 07 577 7000. 

After Thursday, 24 April 2025 it is too late to post you out a special voting pack, as we cannot guarantee it will arrive before voting closes on Tuesday, 29 April 2025.

How to vote

All local government elections are conducted through postal votes. Your voting pack with the form you need to fill out and a booklet with more information on your candidates will arrive in your letterbox from 7 April 2025. You just need to fill your form out, pop it into the free return envelope included in your pack, and drop it in the mail or at one of our handy orange bins in Tauranga by 29 April 2025. If you are posting your vote then make sure it is posted by 22 April 2025. You can also drop off your envelope at a Tauranga City library.

Single Transferable Vote system (STV)

We use the Single Transferable Vote (STV) system for the 2025 by-election.

This is the same system we used in the 2019 and 2024 local election.

Under this voting system, you rank your preferred candidates using numbers as many or as few as you wish, instead of putting a tick beside their name.

Electors travelling during the voting period

Current local electoral legislation, set up by central government, does not allow online or electronic voting, any forms of early voting outside of the voting period, or any voting on behalf of someone else.

The Tauranga City Council by-elections is being conducted by postal vote and voter packs will be mailed out from 7 April 2025. Completed voting papers can only be returned by post or courier which creates challenges for overseas based electors.

If we receive sufficient advance warning, we can edit the address your voter pack is being mailed to. The options for electors that will be travelling during the voting period are to:

  1. Let us know by 5pm 17 March 2025 what the new address will be. Please email election@tauranga.govt.nz with the replacement address details. Note that if the replacement address is overseas, you will be responsible for the return postage and your completed vote must reach us by 12 noon on Tuesday, 29 April 2025.
  2. If you contact us after 5pm on Monday, 17 March 2025 we will not be able to change the address on your voter pack and you will need to get a special voter pack mailed to your temporary address.

For us to do this, we'll need to know:

  • where you are registered on the electoral roll (your normal residential address)
  • the postal address where you want the special voter pack mailed to.

For overseas addresses we must receive your request before Monday, 7 April 2025 and the delivery timeframe will depend on the address the pack will be sent to.

How to request a special voting pack

Email us now at election@tauranga.govt.nz to request a special vote pack to be sent to your temporary address.

For overseas addresses, you will be responsible for the return postage.

Your completed vote must reach us by 12 noon on Tuesday, 29 April 2025.

Voters who live overseas

If you live overseas, you can still take part in local elections. You will receive your voting pack in the post. There is no voting period extension for overseas based electors.

Please make sure you are enrolled with your overseas postal address to receive your voting pack.

If you will be travelling during the voting period, you can apply to cast a special vote. Please email election@tauranga.govt.nz for assistance.
